Job Description  

Under direct/general supervision of the Director of Corrections Education, this exempt position is responsible for creating pathways for incarcerated students in vocational programs, GED, and college degree programming. Supporting individuals to locate education and employment resources upon release to the community.

This position is designed to fulfill in part a contract awarded by the Washington State Board of Community and Technical Colleges (SBCTC) to operate a correctional education program in accordance with an interagency agreement with Washington Department of Corrections (DOC).  Centralia College and its employees working in corrections education are expected to follow all Centralia College, SBCTC, and DOC policies, IT and other security requirements, follow DOC Operational Memorandums, and comply with the Superintendent's directives.

*All work is performed on-site at the Cedar Creek Corrections Center in Littlerock, WA*

Duties and Responsibilities  

The Corrections Facility Education Navigator will assist incarcerated students to identify a clear educational pathway and support the student through completion of their educational credential.  Support may include assisting students to further their education beyond a high school credential through higher education and/or vocational programming, assisting education program completers in job search and job referral to employment opportunities related to the student's training and qualifications, and cultivating post-release opportunities for students with organizations and employers in the community. Core navigator services include, but are not limited to:

  • Participate in facility orientations and provide ongoing guidance on accessing postsecondary and/or pre-apprenticeship programs available to students during incarceration. 
  • Guide reintegration into higher education, vocational, and/or apprenticeship settings post-release including two- and four-year colleges. 
  • Develop educational plans with students to be incorporated into the Individual Reentry Plans (IRP) with counselors, the Department reentry navigators, community corrections staff, and multidisciplinary teams in accordance with RCW 72.09.270. 
  • Assist students with applying for college including completing and submitting financial aid and scholarship applications, coordinating phone calls or virtual meetings with colleges and/or apprenticeships in the community, addressing student loan debt, and establishing repayment plans. 
  • Engage incarcerated students who complete their high school equivalency to explore additional pre-apprenticeship and post-secondary education opportunities, including access to employment data on specific programs. 
  • Assist students with acquiring high school and postsecondary transcripts from previous educational programs. 
  • Coordinate with Community-Based Education Navigators to facilitate a smooth transition from prison to postsecondary education and apprenticeship programs including two- and four-year colleges. 
  • Utilize the Department-provided Monthly Education Assistance data report to identify and engage in outreach to incarcerated individuals close to release and provide education resources as needed. 
  • Document case notes and navigation services provided to students in OMNI, including Chronos and Scorecard regularly. 
  • Participate in Board Navigator meetings, the Department Reentry Navigators meetings, and other trainings/meetings as assigned to facilitate sharing information, resources, and best practices to enhance the effectiveness of the navigator program.
  • Successful completion of DOC's CORE Academy.
  • Complying with DOC and College reporting requirements
  • Overseeing computer lab use, assisting students with basic computer skills and monitoring for approved safety and security practices
  • Other duties as assigned.
Qualifications  

Bachelor's degree from an accredited institution with major study in a related field (i.e., justice studies, human services, counseling, social work, education, etc.).

OR

Equivalent education/experience.

AND

Ability to pass the DOC security clearance

Physical Requirements  
  • Constantly sitting or standing for long durations of presentations/meetings.
  • Constantly moving about the correctional center to accomplish objectives.
  • Constantly communicates information orally and in writing.
  • Constantly operates a computer and other office productivity machinery, copy machine, and computer printer.

Working Conditions

  • All work is performed inside the Cedar Creek Corrections Center. 
Conditions of Employment  

This is a twelve (12) month per year, full-time professional technical overtime eligible exempt position. The salary is $54,210 - 54,210 (DOQ/DOE) annually depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.
