LOCATION: Yakima Campus
Yakima Valley College is accepting applications for an innovative Manager - American Sign Language (ASL) and Disability Support Services (DSS). This is a full- time, 12-month professional exempt position, which includes a state benefits package.
Reporting to the Assistant Dean for Conduct & Student Engagement, the Manager leads and administers the college's DSS program in compliance with federal and state disability laws. This includes the evaluation of disability documentation, determination of reasonable accommodations, collaboration with faculty counselors uniquely trained to support students qualifying for accommodations and supervising staff.
The Manager recruits, trains, schedules, and supervises interpreters and Disability Support Services employees. The Manager provides support and training for faculty and staff responsible for implementing the accommodations.
Essential Duties- Manage the provision of American Sign Language (ASL) and disability support services for all college campuses and learning centers.
- Coordinate and provide appropriate support services and accommodations for students with a broad range of disabilities to promote equitable access and academic success.
- Implement systems to assess, evaluate, and continuously improve program services, student outcomes, and accessibility initiatives.
- Maintain positive and collaborative working relationships with students, faculty, staff, regional businesses, community organizations, and external service providers.
- Supervise, train, evaluate, and schedule employees, including the development and coordination of interpreter schedules and related service assignments.
- Provide training and technical assistance to department staff, faculty, and employees regarding disability accommodations and compliance with the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and related regulations.
- Lead the recruitment, selection, and contracting of ASL interpreters, Video Remote Interpretation (VRI) services, Communication Access Real-Time Translation (CART) providers, and other accessibility service vendors.
- Hire, coordinate, and oversee contracted accessibility service providers, including interpreters, captioning providers, alternative format vendors, and other accommodation resources.
- Research, evaluate, and coordinate the provision of reasonable accommodations for students with disabilities.
- Support faculty and staff in the implementation of approved accommodations through consultations, workshops, presentations, seminars, and informational meetings.
- Develop training materials, assessment tools, program evaluations, and informational resources to support accessibility services and institutional compliance.
- Provide outreach and presentations to prospective students, K-12 partners, community organizations, and the public regarding disability services and the transition to higher education accommodations.
- Monitor program activities and ensure compliance with federal and state laws, institutional policies, professional standards, and accessibility requirements.
- Maintain records and documentation in accordance with applicable records retention requirements, confidentiality standards, and college procedures.
- Develop, manage, and monitor departmental budgets; provide budget projections, expenditure reports, and fiscal updates utilizing ctcLink, Microsoft Excel, and related systems.
- Represent the college on the Disability Support Services Council and other professional organizations, committees, and community partnerships.
- Perform effectively under stress while managing multiple priorities, competing deadlines, and complex student service needs.
- Work independently with minimal supervision while exercising sound judgment and professional discretion.
- Adhere to the Professional Code of Conduct established by the National Association of the Deaf (NAD).
- Participate in ongoing professional development and perform related duties as assigned.
- Perform other duties as assigned.
Knowledge of:
- Federal and state laws, regulations, and guidance pertaining to disability accommodations, including the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and related accessibility requirements.
- Principles, practices, and standards of disability services and accommodation programs within higher education.
- Assessment and implementation of reasonable accommodations for individuals with a wide range of disabilities.
- American Sign Language (ASL) services, interpreter coordination, CART services, Video Remote Interpretation (VRI), and other accessibility support services.
- Student development, retention, and success strategies that support equitable access and inclusion.
- Supervisory principles and practices, including employee training, performance evaluation, scheduling, and staff development.
- Program assessment, evaluation methods, and continuous improvement practices.
- Budget development, fiscal management, expenditure monitoring, and financial reporting.
- Recordkeeping requirements, confidentiality standards, and records retention practices.
- ctcLink, Microsoft Office applications, database systems, and technology used to support student services operations.
- Training methods, instructional techniques, and presentation strategies for adult learners.
- Professional standards and ethical practices related to disability services and interpreting services.
Ability To
- Interpret and apply federal, state, and institutional regulations governing disability accommodations and accessibility services.

- Effectively supervise, train, motivate, schedule, and evaluate employees and contracted service providers.

- Communicate effectively orally, in writing, and through presentations with individuals from diverse backgrounds and abilities.
- Develop and deliver training programs, workshops, informational materials, and educational presentations.
- Analyze program effectiveness and implement improvements that promote equitable access and student success.
- Manage multiple priorities, meet deadlines, and perform effectively in a fast-paced environment with competing demands.
- Exercise sound judgment, maintain confidentiality, and work independently with minimal supervision.
- Research, analyze, and resolve complex accommodation and accessibility issues.
- Utilize technology, data systems, and financial tools to support program administration, budgeting, and reporting.
- Demonstrate cultural responsiveness, professionalism, and a commitment to diversity, equity, inclusion, and accessibility.
- Bachelor's Degree from an accredited college or university in a relevant field, including but not limited to higher education administration, disability studies, counseling/rehabilitation counseling, sociology, or psychology
- One or more years experience determining students or clients eligibility for reasonable accommodations
- Knowledgeable about the provision of inclusive services for individuals seeking disability accommodations
- Able to communicate verbally and in writing based on diverse student needs
- Demonstrated ability to positively contribute toward a commitment to serving individuals in need of disability accommodations
- Two (2) years' work experience determining appropriate accommodations
- Master's Degree from a regionally accredited college or university in a relevant field, including but not limited to higher education administration, disability studies, counseling/rehabilitation counseling, sociology, or psychology
- Completion of an accredited ASL interpreter training program or equivalent training
- Three (3) years experience working in a higher education environment; or equivalent combination education and experience
- Experience determining reasonable accommodations for those requiring American Sign Language (ASL) interpretation or disability accommodations
- Work experience leading department activities in compliance with the Americans with Disabilities Act of 1990, and Section 504 of the Rehabilitation Act of 1973, as amended
- Commitment to and experience working with diverse populations
- Experience serving as an ASL interpreter in a higher education setting using receptive and expressive ASL skills
- Familiar with a breadth of disability accommodations
- Three (3) years experience supervising, training and evaluating employees

Retirement and Deferred Compensation
State Employees can elect to become members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. Paid Leave and Other Incentives
