Position Summary  

Reporting to the Vice President of Administrative Services, the Procurement and  Contract Manager is responsible for the day-to-day procurement operations; drafting policy and procedures; developing and providing procurement and contracts training to college staff; preparing Request for Proposals (RFP), Requests for Information (RFI),  Requests for Qualifications and Quotes (RFQQ) and Invitations to Bid (ITB) and participating in the process; and acting as a point of contact between the college and suppliers to negotiate terms with suppliers and maintain good relationships.  

Pay, Benefits & Work Schedule  

Pay rate: $46/hour - $50/hour

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. This position is eligible for remote work. This arrangement supports effective collaboration and team engagement, contributing to a productive and cohesive work environment. This position typically assigned as needed on a quarterly basis, with no expectation of continued employment beyond the current appointment.

The temporary hourly employment is limited to the earlier of 1,050 hours or 12 consecutive months beginning from the original date of hire. Per WAC 357-04-045, following 1,050 hours or 12 consecutive months, an individual is not eligible for re-employment at Bellevue College in another temporary part-time hourly position. Temporary hourly employees who work more than three hundred fifty (350) hours in a twelve consecutive month period may be subject to provisions of one the collective bargaining agreements covering Classified employees at Bellevue College.  

This position is NOT eligible for Bellevue College benefits.

About the Department  

The Purchasing and Contract Management Office supports the campus by assisting users with spend management, procure-to-pay process, and contract management responsibilities. In partnership with campus stakeholders, the Contract Office develops and executes contracts, manages and supports project sourcing efforts, and oversees supplier management.

Essential Functions  

Procurement:

  • Manage the day-to-day operations of the procurement process. Develop and implement policies and procedures to ensure compliance with all procurement-related activities.
  • Manage and review documents for the procurement of all supplies, equipment and services for the college and ensure compliance with policies and procedures, as well as applicable state and federal laws.
  • Act as a point of contact between the college and suppliers to ensure contract compliance, negotiate terms and maintain effective relationships.
  • Create and communicate purchasing-related policies and procedures to college employees, vendors, personnel from other government agencies, and the public.
  • Work with College personnel to understand large value purchasing needs and requirements.
  • Prepare written documents such as Request for Bids (RFB), Request for Proposals (RFP), Request for Information (RFI), Request for Qualifications (RFQ) and obtain informal quotes, ensuring compliance with college policy, state law and federal law. Post information to Washington's Electronic Business System (WEBS), as necessary.
  • Conduct (or manage the process for) the evaluation of proposals, offers and bids in accordance with policies and procedures, as well as applicable state and federal laws, while selecting the best contractor in accordance with solicitation requirements.
  • Negotiate terms and deadlines with contractors and suppliers.
  • Responsible for ensuring records are maintained and procurements are documented from origination through completion.

Contracts

  • Work with the attorney general's office in conducting the legal review and processing of college-wide contracts, ensuring they are legally sufficient.
  • Oversee management of contract database, identify appropriate contract software and work with IT staff to purchase, maintain and update. Oversee training for new staff.
  • Oversee contract approval process.  Review to ensure contracts comply with state and college guidelines.  Provide guidance to contract managers on the appropriateness of contract language and expenditures of state funds. Prepare contracts for Vice President and President's signature, as necessary.
  • Review and approve reports, including the annual DES contract report.

P-card program

  • Manage and coordinate all aspects of the college's procurement card program to include the drafting and dissemination of program information to departments and cardholders, program expansion, training, and compliance monitoring.
  • Oversee policy and procedures for P-Card applications and their approval/rejection, as well as user controls and timeliness of expense reports.
  • Maintain secure and confidential information. Establish controls to prevent misuse.
  • Develop and implement purchasing and P-card training, to include the creation and maintenance of training manuals.
Minimum Qualifications  
  • Bachelor's degree in Business or Accounting. Relevant experience may be substituted for the education requirement on an equivalent basis.
  • Two (2) years work experience that demonstrates attention to detail and handling of highly confidential materials.
  • Two (2) years work experience negotiating commercial purchases.
  • Advanced level knowledge and experience in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook) using complex formats and applications and Adobe Acrobat tools.
  • Two (2) years experience working at a Washington State Community or Technical College or other Washington State Agency.
  • Effective written, verbal, and interpersonal and communication skills.
  • Demonstrated effective project management, organizational and time management skills.
  • Demonstrated ability to perform at high levels in a fast-paced environment.
  • Demonstrated ability to develop and administer trainings.
  • Demonstrated ability to be a self-starter, work independently, anticipate work needs and follow through with minimum direction.
  • Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment.
Preferred Qualifications  
  • State of Washington purchasing system experience.
  • Certified Public Purchasing Buyer.
