Position Summary
Under the direction of Public Safety management, the Public Safety Communications Officer performs a variety of duties following established guidelines which promote the safety and security of the college community. Primary responsibilities include dispatching all radio calls; receiving and responding to incoming telephone and radio communications; determining the nature of calls and deploying the appropriate emergency and non-emergency personnel and equipment; providing direction and guidance to callers reporting police, fire or medical emergencies and other incidents; assisting in access control; and monitoring the college's fire safety system and security cameras.
Customer service is a primary function of Public Safety Communications Officer. They provide information and advice to students, staff, program participants and/or the public regarding Public Safety program content and policies and activities. They coordinate the operation of Public Safety programs including the college's Drivers Safety program, and may assist with Clery compliance, and department website. The Public Safety Communications Officer serves as essential personnel and provides the college support during times of emergency.
Public Safety Communication Officers are considered essential personnel. They are required to report for their scheduled shifts and provide support and critical functions during a college emergency. They will follow the Public Safety Department Continuity of Operations Plan (COOP) as well as the college COOP as it relates to the functions of their role as a Public Safety Communications Officer. Pay, Benefits & Work SchedulePosition Salary Range: $47,100/year - $62,748/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the DepartmentThe Bellevue College (BC) Public Safety Department's well-trained and courteous staff provides personal safety, security, crime prevention, preliminary investigations, and other services to the campus community, 24 hours a day, 7 days a week. The Public Safety staff provide non-violent crisis intervention during incidents or confrontational situations. All Public Safety staff are trained in basic CPR and emergency response for major incidents (e.g., Weather Conditions, Earthquake, Medical Emergency, Power Failure, Fire, Evacuation Procedures, Acts of Violence, Hazardous Substances, Bomb Threats, Weapons Use or Threats). The BC Public Safety Department acts as the first responder for all criminal incidents, provides general patrol of campus facilities and property, investigates collisions, manages traffic safety and parking, coordinates emergency preparedness planning, and provides crime prevention programs. The department responds to all reports of fire and/or medical aid, working in support of the Bellevue Fire Department.
Essential FunctionsDispatch, Coordinate, and Communicate
- Dispatch all radio calls; fields all incoming telephone and radio communications; determines nature and location of calls; assesses scope and extent of response necessary; dispatches appropriate Public Safety or Campus Operations personnel; coordinates with local law enforcement and emergency services; and requests assistance as necessary.
- Coordinate Public Safety response to all emergency situations; dispatch emergency vehicles or other aid vehicles, and reported incidents as requested.
- Utilize word processing, graphics, statistical, spreadsheet and department software to maintain required department information/records; makes appropriate computer entry as required; maintains appropriate files and records as required.
- Operate multi-frequency two-way radio communication and data recording equipment, computer work stations, and multi-line telephone devices.
- Coordinate and collaborate with other college departments such as Campus Operations, Title IX, HR, Student Conduct and others.

Ensures compliance with local, state, and federal laws and agencies by advising and coordinating the direction for the Public Safety Department.
Public Safety Programs and Administrative Support
- Reviews manuals, publications, and trainings in order to monitor program activities in relation to established program goals and institutional compliance
- Identify, assign, and track Drivers Safety Program training in compliance with the Department of Enterprise Services (DES)
- Provides support to identify, assign, and track Campus Security Authority training in compliance with the Jeanne Clery Act
- Provide support in the preparation of the College¿s Annual Security Report
- Update the Public Safety website as needed
- Participate and complete the College and department assigned training
- Assist the departments lost and found program

Provide administrative support for the College¿s parking program as needed
Safety and Security Systems
- Monitor the College¿s fire safety system, place buildings on test for service and repair, and report all alarms to Public Safety and Campus Operations staff
- Monitor security cameras for crime prevention and conduct authorized video reviews
- Submit Request Center tickets for maintenance and custodial requests

Activate the College¿s mass notification system to send out timely warnings, emergency notifications, and campus closures announcements when directed or during an emergency

Minimum Qualifications
- High school graduation or equivalent.
- Demonstrated ability to take direction, receive feedback, adjust, and follow department chain of command.
- Demonstrated ability to contribute to an environment that embraces diversity, equity, inclusion, and civility.
- Demonstrated ability to provide customer service to students, staff and faculty of various¿ages and backgrounds.
- Demonstrated ability to maintain and uphold confidentiality, integrity and honesty.
- Demonstrated effective interpersonal, written and oral communication skills.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams).
- Able to commit to work schedule from 3 pm to 11 pm Monday-Friday.
- Associate degree or technical/vocational education.
- Demonstrated ability to gather information from multiple sources and strategically direct agency resources.
- Two (2) years of work experience as a public safety program coordinator, security officer, dispatcher, or equivalent military experience.
- Knowledge or experience with higher education specific areas including Campus Security, Title IX, FERPA, ADA, Student Conduct, etc.
- Proficient with security/police incident technology including radio¿s, computers, web-based applications, access control systems, and CCTV (closed circuit television) systems
- Valid CPR, AED, and First Aid certification
