Success for the City of Edmonton starts with a resilient and supported employee workforce. We require an inspirational and results-oriented leader to oversee the Employee Services Branch. This key role involves leading a mutli-disciplinary team of 250+ professionals with a direct focus on ensuring every City employee is equipped to deliver quality services to the organization and Edmontonians.

Reporting to the Deputy City Manager, Corporate Services, you will be responsible for overseeing the full spectrum of human resources functions. Your influence spans:

  • Labour Relations and Workplace Policy: Labour relations, collective bargaining, and oversight of workplace policy and workplace investigations
  • Organizational Effectiveness: Organizational design, HR business consulting, employee engagement, and learning and development
  • Recruitment and Position Evaluation: Recruitment, job evaluation, and position management
  • Respectful Workplace and Employee Wellness: Equity and inclusion, psychological health and safety, and non-occupational disability management
  • HR Administration and Total Compensation: Timely and accurate administration of payroll, pensions, and benefits, integrated with total compensation strategy
  • Workforce Analytics and Systems: Strategic direction for workforce analytics and HR systems

Your Impact:

  • Inspire a Dedicated Team: Lead a team of Directors and HR professionals, fostering an environment of psychological safety and excellence in service delivery
  • Inspire Innovation: Serve as a change agent, driving the modernization of HR practices and technology to ensure the City remains an employer of choice
  • Lead Strategic Workforce Planning: Align the Branch's talent strategy, workforce planning, and organizational design with the overall City vision
  • Champion Partnerships: Act as the City's primary negotiator and bridge to union leadership and internal client departments, building and maintaining positive labour relations and shared corporate success
  • Drive HR Systems and Data: Oversee the evolution of our core HRIS and data infrastructure; leverage data for strategic insight
  • Elevate the Employee Experience: Lean into technology and best practices to drive continuous improvement, ensuring our HR service delivery is as seamless as it is supportive for every employee
  • Steward Civic Resources: Navigate the annual budgeting process to ensure workforce resource allocation is strategic, equitable, and focused on the long-term health and productivity of the organization

Qualifications

  • Knowledge, training and/or education in Human Resources, Business Administration, or a related field
  • Significant experience in leadership roles related to human resources disciplines in a large and complex organization
  • Demonstrated experience leading and managing organizational change and empowering resources to achieve outcomes
  • Combinations of education and experience will be considered

Assets:

  • Master's Degree in a related field

Conditions of Employment and Work Environment:

  • 1 permanent, full-time position
  • Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • Salary: (Annually) $195,497.00 - $244,374.41
  • Hire is dependent on a Criminal Information Check satisfactory to the City of Edmonton. There may be a cost associated with this requirement
