The City of Edmonton is looking for a driven Cost Assessment Engineer in Training (EIT) to join our Urban Planning and Economy team. Working under the guidance and supervision of senior engineering professionals, you will play a vital role in supporting our key cost-sharing programs—Arterial Roadway Assessment, Boundary Assessment, and Off-Site Levies—helping drive the financial framework for our city's infrastructure. Collaborating with developers, consultants, and internal teams, you will assist with design reviews and cost management for critical municipal projects. What will you do?

Under the supervision of a Professional Engineer (P.Eng.), you will:

• Assist in collaborating with external consulting engineers to review project-specific arterial cross-sections when standard designs are unsuitable due to site constraints
• Support the review of project-specific municipal infrastructure designs to ensure compliance with the City of Edmonton Design and Construction Standards, Complete Streets guidelines, and City-approved plans
• Examine cost estimates and quantity schedules to ensure unit rates align with typical arterial cross-sections, applying engineering principles and judgment
• Assist in confirming the eligibility of claimed components under the Arterial Roadway Assessment (ARA) or Boundary Assessment programs, ensuring accuracy and preventing double claiming
• Work with the Development Assessment Working Committee to assist in designing and updating typical arterial cross-section components, such as turning bays and pipeline crossings
• Help identify and mitigate the risks of approving unit rates that are inconsistent with recent actual construction costs
• Perform calculations to establish interest rates for escalating Arterial Roadway Assessment and Drainage Assessment over-expenditures
• Review subdivision and development permit conditions to determine which programs (ARA, Boundary Assessment, and/or Offsite Levy) require assessment collection
• Confirm accessible areas using POSSE and GIS/mapping software, preparing necessary Arterial Roadway Assessment, Boundary Assessment, and Offsite Levy memos
• Assist in reviewing requests regarding changes to the ARA Bylaw (e.g., non-typical construction inclusion or obligation modifications) and help draft technical recommendations for the Committee

Qualifications

• Bachelor's Degree in Civil or Environmental Engineering
• Must be registered as an Engineer in Training (EIT) with APEGA (in good standing) and working towards a Professional Engineer (P.Eng) designation

Work Environment:

• This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
• This position is eligible for the EDO program (Earned Day Off)
• The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Conditions of employment:

• Up to: 1 permanent full-time position 
• Hours of work: 40 hours per week, Monday - Friday
• Salary: $35.60 - $43.271 (Hourly); $74,332.80 - $90,349.85 (Annually)
• Valid Alberta Class 5 driver's licence (or provincial equivalent)
• Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance
