The City of Edmonton is looking for forward-thinking professionals to join the Department Strategy Section as a Strategic Planning Analyst II. Reporting to the Manager of Service Experience and Improvement, you will play a vital role in anticipating and planning for the future of our city. In this role, you will balance the needs of the community and internal collaborators with fiscal realities and project timelines. We are seeking a facilitator who can use their communication and negotiation skills to manage complex improvement projects. As a Strategic Planning Analyst II, you are an essential part of the team dedicated to continuous improvement and integration across City Operations. You will contribute to developing methodologies that assess, prioritize, and align initiatives at the department, branch, and corporate levels. Your day-to-day work involves leading project discovery and detailed scoping to ensure improvements are successfully implemented. By collaborating with various teams, you will help identify innovation opportunities and review services to ensure they meet the needs of the people we serve. Ultimately, your work helps create a more efficient, effective, and responsive city government.

What will you do?

  • Lead project discovery, scoping, analysis, and implementation of service improvements within the department
  • Facilitate workshops and improvement sessions to foster collaboration and design-led solutions
  • Develop and monitor performance measures to identify trends, issues, and areas for corrective action
  • Partner with internal collaborators and community partners to coordinate and integrate strategic activities
  • Manage the full life-cycle of projects, including business case preparation, financial analysis, and reporting
  • Research best practices and emerging technologies to keep City Operations at the forefront of innovation
  • Act as a champion for the department while participating in various committees and working groups
Qualifications

  • A university degree in business administration, public administration, or a related field
  • A minimum of five (5) years of progressively responsible experience in strategic and operational business planning

Assets:

  • Project management or leadership experience within a public sector environment
  • Experience with live performance tools and integrated reporting systems
  • Familiarity with municipal policy development and environmental scanning

Skills required for success:

  • Proven experience working with corporate performance measures, budgets, and business case development
  • Considerable knowledge of project management and continuous improvement methodologies, such as Lean Six Sigma, Agile, or Prosci Change Management
  • Advanced knowledge of research methodologies, including data collection and results analysis
  • Strong communication (verbal and visual) and negotiation skills to engage various collaborators
  • The ability to use systems thinking to assess options and recognize broader connections across the corporation
  • Skill in building collaborative relationships and mediating disputes to ensure a win-win approach for all parties
  • Ability to work independently and within cross-functional teams to manage competing priorities

Work Environment:

  • This position primarily operates in an indoor office environment
  • The work involves constant sitting and frequent active focused listening
  • Occasional lifting of up to 10 lbs and standing are required

Up to 1 permanent full-time position and up to 1 temporary full-time position for up to 11 months in accordance with Article 18.02 of the Collective Agreement

Hours of Work: 40 hours per week

Salary Range: $48.774 - $61.628 (Hourly); $101,840.110 - $128,679.260 (Annually)
