Description

Are you passionate about sustainability and looking to make a meaningful impact on the future of our City? City Operations is seeking a collaborative and forward-thinking dynamic professional to join our Waste Services Branch. In this role, you will be at the forefront of shaping Edmonton's environmental footprint, helping to design and drive initiatives that promote a circular economy and significantly reduce waste across our communities.

As a Waste Policy Analyst, you will play a pivotal role in achieving the waste reduction commitments of Edmonton's 25-year Waste Strategy and Waste Reduction Roadmaps. Operating within a multi-disciplinary and highly collaborative framework, you will be a lead contributor to developing Council-approved action plans that maximize resource longevity. 

What Will You Do?

  • Facilitate the development, implementation, and multi-year planning of strategic policies and action plans centered on waste reduction, reuse, and circular economy practices
  • Proactively research, synthesize, and analyze emerging industry trends, complex issues, and case studies to guide operational decision-making
  • Structure robust monitoring and evaluation frameworks to track program impacts and ensure meaningful indicators of success are met
  • Coordinate work and establish strong, supportive relationships with internal collaborators, cross-departmental teams, and external community networks
  • Design and deliver compelling written materials, targeted workshops, and support programs (such as single-use item reduction training) tailored to diverse audiences
  • Draft administrative project and program documentation, including comprehensive recommendation reports, frameworks to track key performance indicators and other metrics, project work plans, and responsibility matrixes
  • Act as a reliable point of contact for residents, business owners, and non-profit leaders requesting clear information regarding programs and policies
Qualifications

  • University degree in Business Administration, Public Administration, Public Policy, Sustainable Waste Management, Environmental Sciences, Social Sciences, Human Geography, Environmental Studies, or a related discipline
  • Minimum of 5 years of progressively responsible experience in a combination of policy development, project and/or program planning and delivery, strategic and operational business planning, and working with corporate performance measures

Assets:

  • Leadership and project management experience within a public sector environment, specifically involving policy development and change management
  • Project Management Professional (PMP) certification

Skills Required for Success:

  • Knowledge of change management frameworks and tools
  • Proven capability in conducting thorough quantitative and qualitative research and analysis to support large-scale decision-making
  • Strong written, verbal, and presentation skills with an ability to synthesize complex findings into clear, persuasive recommendations for varied audiences
  • Ability to apply a systems-wide lens to solve multi-layered problems creatively and navigate conflicting priorities independently
  • Strong organizational agility to independently prioritize, manage, and execute multiple overlapping program timelines under general direction
  • Excellent interpersonal skills with a proven knack for collaborative negotiation, "soft-skill" diplomacy, and building long-term trust with community partners
  • Proficient in Google Workspace, and the ability to learn and adapt to evolving technologies

Conditions of Employment:

  • Valid Alberta Class 5 driver's license (or provincial equivalent). Applicants may be required to arrange their own transportation for use on City business, and where appropriate will be reimbursed in accordance with City of Edmonton policy

Work Environment:

  • Occasional work hours outside of regular schedules, including evenings and weekends, to support community programs and events
  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
