Description

Kelly is currently seeking an experienced Document Control & Change Management Administrator in the Carlsbad, CA area! The Document Control & Change Management Administrator is responsible for AS9100 document control and configuration/data integrity across engineering, quality, and manufacturing. This role ensures compliant control of specifications, procedures, and quality records, and administers the Engineering Change Order (ECO/ECN) process to maintain accurate product configuration baselines. The position also manages key data within ERP systems (item master, revisions, BOMs, routings, document links to customer flow-down requirements, and audit readiness.

Key Responsibilities
Document Control (AS9100 / Technical Data Control)

  • Maintain controlled documents and records (specifications, work instructions, routers/travelers, inspection plans, procedures, forms, quality records) through lifecycle control: drafting support, review/approval routing, release, revision, archival, and obsolescence.
  • Ensure compliant document structure: numbering, revision history, approval evidence, effective dates, distribution, and retention per QMS procedures.
  • Publish and control documents in approved repositories with appropriate access controls and distribution rules.
  • Maintain document change history and retrieval capability to support internal/external audits and customer requests.
  • Coordinate document updates driven by corrective actions, audit findings, customer requirements, and process changes.
  • Scans production documentation to maintain a digital database.
Configuration Management & Change Control
  • Administer the ECO/ECN/Change Order process from initiation through closure, ensuring completeness, correct routing, and timely approvals.
  • Validate change packages include all impacted configuration items (part numbers, drawings, specs, BOMs, routings, inspection/test requirements, certifications/labels).
  • Manage effectivity (date/serial/lot), implementation plans, and coordination of change cut-in with Production, Quality, Supply Chain, and Program teams.
  • Maintain configuration status accounting: ensure “as-released” configuration matches “as-built/as-delivered” requirements where applicable.
  • Track and report Change Order metrics (aging, backlog, cycle time, on-time implementation) and support continuous improvement.
ERP Data Administration (Item Master / BOM / Routings)
  • Create and maintain ERP master data: item/part master, revisions, BOM structures, routings/operations, and document links/attachments.
  • Ensure ERP data aligns with released engineering and quality documentation and reflects current configuration baselines.
  • Prevent data defects through governance: duplication checks, revision accuracy, controlled fields, and standardized naming/attributes.
  • Support NPI, sustaining engineering, and production changes by ensuring release packages are complete and production-ready.
  • Partner with Engineering/IT to maintain workflows, permissions, and data integrity rules for change and release processes.
Compliance, Audit Readiness & Customer Requirements
  • Support compliance to AS9100 / ISO9001 and applicable customer/regulatory requirements.
  • Provide objective evidence for audits: document histories, approvals, revision traceability, change records, retention logs, and controlled access records.
  • Support flow-down requirements related to configuration control, record retention, and document distribution.
  • Maintain strict handling of controlled information when applicable (e.g., ITAR/EAR, CUI), ensuring access and distribution rules are followed.

Required Qualifications
  • 3+ years of experience in Document Control, Configuration Management, or Change Control in an aerospace or highly regulated manufacturing environment.
  • Working knowledge of AS9100 principles related to document/record control and configuration management.
  • Hands-on experience managing ECO/Change Orders and coordinating cross-functional approvals.
  • Experience maintaining data in an ERP system (e.g., SAP, Oracle, QAD, Epicor, IFS, NetSuite).
  • Experiencing maintaining data in eQMS systems (QCBD, MasterControl, Qumas, etc.)
  • Strong attention to detail and ability to manage multiple priorities and timelines.
  • Proficiency with Microsoft Office (especially Excel) and document management platforms (SharePoint/EDMS).

Preferred Qualifications
  • Familiarity with aerospace manufacturing documentation: travelers/routers, FAI/AS9102 packages, control plans/inspection plans, special process documentation (Nadcap-related environments a plus).
  • Experience supporting internal/external audits and corrective action documentation updates.
  • Experience with effective control (serial/lot/date) and configuration baseline management.
  • Experience with PLM/PDM tools (Windchill, Teamcenter, Agile, Arena, SolidWorks PDM, etc.).
