Job Summary

The Learning Manager leads the design, development, delivery, needs assessment, and evaluation of training and development programs across the company. This role is accountable for creating innovative and timely learning solutions that address business and employee development needs, managing internal and external training resources, and aligning learning strategy to the enterprise strategic plan.

What You Will Do

• Lead the end-to-end learning lifecycle: needs assessment, design, preparation, delivery, and evaluation of training and development programs.

• Create innovative, effective, and timely coursework and learning experiences to address organizational and employee needs.

• Manage the learning function, including coaching and developing internal training staff and overseeing external vendors/trainers.

• Partner with leaders to translate strategy and capability gaps into scalable programs (e.g., learning journeys, onboarding, manager tools, train-the-trainer).

• Ensure quality and consistency of training programs, including materials and presentations, and drive standardization where appropriate.

• Build and execute programs supporting leadership and manager development, onboarding, culture, engagement, and enterprise transformations.

• Use assessment methods (interviews, surveys, skills analysis) to identify gaps and determine operational and employee training needs; recommend solutions.

• Determine training effectiveness using measurement approaches and improvement metrics; adjust strategy based on insights.

• Evaluate build vs. buy decisions (in-house capability versus vendors) and make recommendations.

• Forecast and monitor the learning budget.

• Support and reinforce organizational mission, values, and culture across learning initiatives.

Education & Experience Requirements

• Bachelor's degree in HR or related discipline (or equivalent combination of education and experience).

• 7+ years' experience, including 5+ years in employee training.

• Knowledge of training theory/techniques and adult learning theory.

• Strong interpersonal skills; ability to interface with all organizational levels.

• Strong presentation and facilitation skills; ability to pull resources together and meet deadlines.

• Strong problem-solving and organizational needs analysis capability.

• Knowledge of curriculum design, group facilitation, and measurement of improvement.

Highly Desired Skills

• Change management and adoption experience and ability to build enablement plans that drive adoption across matrixed organizations.

• Expertise in training strategy, program management, curriculum design, and learning pathway development.

• Ability to design and scale onboarding (e.g., structured 30-60-90 day approach) and manager-ready tools (guidebooks, frameworks, intranet hubs).

• Experience delivering learning via multiple modalities: live/recorded sessions, webinars, videos, and curated learning journeys.

• Strong stakeholder partnership and ability to translate technical or complex topics into practical, plain-language training and tools.

• Experience with engagement surveys and translating insights into training strategy updates.

• Working knowledge of learning technology and productivity tools: Articulate 360, Captivate, Rise, Canva, SharePoint, Teams (incl. Teams Webinar), PowerPoint, Forms, SurveyMonkey, and AI-assisted content development tools.

U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
