About the Role
Make an Impact as a Program Lead for Mastercard Offers Network / Commerce Media roll out in AP.
Mastercard Offers Network / Commerce Media is one of the strategic Big Bets and pilar of the 2030 Mastercard strategy, developing new added value services to Merchants / Advertisers leveraging Mastercard unique network capabilities with Publishers and AI powered, data enabled technology solutions to drive efficient and profitable consumer engagements and incentives.

Within Mastercard Offers Network / Commerce Media AP roll out project, Program Lead is an execution-oriented position that applies proven, accredited change skills and domain experience to partner with multiple stakeholders and ensure in time, in budget roll out of the Big Bet Mastercard Offers Network /Commerce Media solution across multiple countries in AP by 2026.
Position preferably based in Singapore.

Key Responsibilities include:
Program & Project Management
• Lead the planning, execution, and delivery of the Mastercard Offers Network program across Asia Pacific markets
• Develop and manage detailed project timelines, action plans, and milestones.
• Ensure cross-functional alignment and timely execution across all workstreams.
Stakeholder Engagement
• Act as the primary liaison among country teams, regional product teams, and pilot teams.
• Facilitate effective communication and collaboration across internal and external stakeholders.
• Organize and lead Steering Committee meetings, ensuring governance and strategic alignment.
Strategy and program roll out Management
• Oversee product roadmap development with the regional product team and ensure alignment with global product strategy and roadmap delivery (Offers and MCM product).
• Coordinate market assessments with country teams to inform go-to-market strategies. Align with Account Management, Country Managers, SBL, Specialist Sales and CSC to ensure consistent external stakeholders' approach (Issuers, Merchants).
• Execute commercialization strategy and lead end-to-end program management, ensuring seamless planning, execution, and delivery of rollouts across priority Asia Pacific market
• Drive Publisher/Issuer and Advertiser/Merchant Ecosystem development across target markets, ensure relevancy of Issuer and merchants launch prioritization and monitor program impacts
• Lead operational planning, execution, and follow-up across all participating countries.
• Partner with Finance and Business Excellence teams to develop business cases, financial models, and projections through 2030.
• Monitor Project P&L and solution performance once launched in market with relevant KSF and stakeholders KPIs (ROAS, ROI, activation, redemption…)
• Identify and secure partnerships that accelerate GTM and enhance product value proposition
Reporting & Documentation
• Provide regular updates and reporting to project sponsors, regional management, divisional leadership, and country stakeholders.
• Maintain comprehensive documentation of project progress, risks, and mitigation strategies.
Recruitment & Team Structuring
• Collaborate with HR and country leads to define recruitment plans and job descriptions for participating teams.
• Support onboarding and integration of project teams across markets.

Qualifications
• Bachelor's degree in Business, Project Management, or related field; MBA preferred.
• PMP, or equivalent certification is a plus.
Experience
• Minimum 12 years of experience in project or program management, ideally in a regional or multi-country context.
• Proven success in managing complex, cross-functional initiatives with diverse stakeholder groups and across multiple geographies
• Experience in delivery of large digital enterprise level programs across the financial services sector from initiation to benefit realization.
• Strong experience in consumer products, payments, digital platforms, Marketing Services, digital advertising and/or financial services is highly desirable.

Skills & Competencies
• Strong leadership and stakeholder management capabilities, including Senior Management.
• Excellent communication and interpersonal skills across diverse cultures.
• Strategic mindset with a hands-on approach to execution.
• Proficiency in project management tools (e.g., Project, JIRA, Confluence) preferred.
• Analytical skills with experience in financial modeling and business case development.
• Strong ability to effectively leverage subject matter experts (Marketing, Analytics, Technology, Finance)
