About the Job

General Summary of Position
The Assistant Vice President of Benefits is responsible for leading the administration and delivery of comprehensive corporate benefits programs for all MedStar Health associates across both profit and non-profit entities. This role provides strategic and operational leadership for benefit planning implementation governance and communication. Programs include pension and retirement plans savings plans medical and welfare plans group insurance leave programs and executive benefits including deferred compensation plans.

 

Primary Duties and Responsibilities

 

  • Develops department goals objectives policies and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.
  • Provides leadership in the development execution and ongoing management of systemwide benefits strategies goals policies and procedures ensuring alignment with organizational objectives and compliance with all applicable business unit policies governmental regulations and accreditation standards.
  • Continuously monitor interpret and ensure compliance with all applicable federal and state healthcare-related benefits regulations-including ERISA ACA HIPAA COBRA Medicare/Medicaid coordination and IRS/DOL requirements-proactively assessing the impact of legislative and regulatory changes on health welfare pension and retirement programs and leading the implementation of plan design policy documentation and administrative updates to maintain full compliance and mitigate organizational risk.
  • Oversees the preparation management and monitoring of the departmental and divisional benefits budgets including expense tracking variance analysis and financial reporting.
  • Directs and develops benefits staff through selection training coaching and performance management. Establishes performance standards conducts evaluations and recommends or approves personnel actions including hiring promotions corrective actions and terminations. Maintains consistent communication with team members to review programs provide feedback and address emerging priorities.
  • Partners closely with Payroll and Information Systems to ensure accurate benefit accruals payroll deductions system configuration and data integrity.
  • Leads the development and maintenance of benefits-related reporting analytics and records required for administrative oversight financial management and regulatory compliance.
  • Oversees procurement and vendor management activities related to benefits administration including consultant oversight RFP development vendor evaluation contract negotiation and ongoing performance management.
  • Ensures timely and accurate preparation of benefits communications reports and participant statements in accordance with federal and state compliance requirements.
  • Represents the benefits function in internal leadership meetings cross-functional committees and external or community-facing initiatives as appropriate.
  • Collaborates with multidisciplinary teams to support quality service improvement and organizational effectiveness initiatives fostering strong working relationships across departments.
  • Assists in the training orientation and assignments of department staff. Evaluates and/or provides performance feedback on department associates. Maintains ongoing communication with department staff to review programs provide feedback discuss new developments and exchange information. Coaches guides and mentors staff members. Provides leadership by example.

Minimal Qualifications
Education

  • Bachelor's degree in Human Resources or related field required
  • Master's degree in Human Resources or related field preferred

Experience

  • 8-10 years Experience in benefits administration with a proven track record of leadership required
  • 5-7 years Management experience required

Licenses and Certifications

  • Certified Employee Benefits Specialist (CEBS)-IFEBP or Certified Benefits Professional (CPB)-World At Work preferred
  • SHRM-SCP preferred

Knowledge Skills and Abilities

  • Working knowledge of various computer software applications including Microsoft Access and other Office applications.
  • Excellent verbal and written communication skills as well as effective presentation skills.
  • Demonstrated ability to understand and apply information that contributes to the organization's strategic plan.
  • Demonstrated ability to develop department staff members.
  • Ability to model core values integrity and accountability in all interactions.
  • Advanced analytical skills necessary to interpret information to make complex business decisions and recommendations.

This position has a hiring range of

USD $232,650.00 - USD $314,754.00 /Yr.
