Summary of Position Oversees the creation of an accurate administrative expense bill to be submitted to the three multiple employer plans administered by NRECA to reimburse NRECA for allowable plan administration expenses (permissible expense billing) in accordance with ERISA rules and standards. Directs preparation of data used for billing purposes, manages outside contracted personnel supporting the preparation of the administrative bill, reviews work performed by the contracted personnel and resolves open items as applicable. Trains new and current NRECA staff regarding time and expense coding practices. Additionally, supports general accounting, budgeting and financial analysis for the Insurance and Financial Services (I&FS) Department, including accounting and budgeting responsibilities for specifically identified cost centers that support the Plan Administration function at NRECA and Cooperative Benefit Administrators (CBA). Key Responsibilities 

  • Manages and oversees activities of CBA, Permissible Expense Billing, and general accounting and reporting for the Insurance & Financial Services Department.
  • Serves as the Finance expert on permissible expense billing, leading the cross-functional team that oversees the process. Manages contracted personnel assigned to this function and supports the preparation of permissible plan expense invoices and reconciliations.
  • Closely partners with Finance and I&FS leadership to ensure work is completed accurately with a clear audit trail.
  • Reviews the work of outside permissible expense billing contracted personnel and internal team members to ensure that calculation, method, and decisions related to allowance or disallowance were made accurately.
  • Coordinates and manages the quarterly and annual outside monitoring and audit processes that are in place surrounding the review of the administrative bill.
  • Supports the preparation of audit schedules, and ad hoc analysis as it pertains to the audit of permissible plan billing. Coordinates action across the organization to ensure the smooth and timely delivery of the audit.
  • Develops and implements sophisticated monthly and quarterly financial dashboard reporting and management reports used by the Plan Administrator. This position prepares financial reports and tax information in accordance with GAAP, ERISA, and IRS code.
Qualifications Required Qualifications and Skills
  • Master's degree in accounting, finance or a related field, or an equivalent combination of education, training and additional experience. 
  • 10 years of experience required in progressive accounting/finance/budgeting experience with 5 years of supervisory management experience  
  • Prior experience in public accounting preferred
  • Employee benefit plan administration industry experience (Group Insurance Plans and Defined Benefit and Defined Contribution Retirement Plans)
  • In-depth knowledge and understanding of ERISA regulations and financial compliance
  • Experience serving as a financial advisor to executive management 
  • Excellent communication, collaboration and interpersonal skills
  • Ability to stay organized, set priorities, manage competing deadlines and apply discretion in the execution of all duties and responsibilities
Preferred Qualifications
  • CPA designation strongly preferred
Essential Physical Requirements:
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
