SAIC is seeking an Acquisition & Financial Management Engineer to provide systems engineering and technical advisory (SETA) services to a United States Government customer in Chantilly, VA. The successful candidate will support technology transition and acquisition for next-generation national security space, air, and ground systems - advancing capabilities from low Technology Readiness Level (TRL) applied research through program baseline insertion. This role requires a professional who can bridge technical, acquisition, and financial domains to ensure successful program execution in a fast-paced, mission-critical enviornment. Roles and Responsibilities- Advise on acquisition strategies, contracting approaches, and compliance regulations
- Prepare, review, and update acquisition documentation such as Acquisition Strategies, Request for Information (RFI), Statement of Work (SOW), Performance Work Statement (PWS), and source selection plans
- Provide technical and programmatic input during source selections, contract modifications, and performance evaluations
- Monitor contractor performance, track deliverables, and identify schedule, cost, and performance risks
- Recommend and implement solutions to ensure schedule, cost, and technical objectives are met
- Support milestones and readiness reviews by developing briefings, decision memoranda, and risk assessments
- Coordinate with contracting officers, program control officers (Finance), legal counsel, and technical stakeholders to resolve acquisition-related issues
- Support program financial planning, budgeting, and execution in accordance with DoD PPBE (Planning, Programming, Budgeting, and Execution) processes
- Track program funding obligations, expenditures, and forecasts; develop spend plans and financial status reports
- Conduct financial analysis to identify funding shortfalls, execution delays, and cost trends
- Support cost estimating and analysis for program and contract decisions
- Ensure financial data integrity and compliance with government financial management policies and procedures
- Serve as liaison between financial management, acquisition, and technical teams to ensure alignment of program objectives and resources
- Support risk management, schedule integration, and performance metrics tracking
- Contribute to process improvements and efficiency initiatives within the program office
- Contribute to meetings, working groups, and program reviews
- Support milestone reviews, readiness assessments, and risk management activities by developing data-driven analysis and briefing materials
- Represent the program office in internal and external meetings, providing acquisition and financial status updates and recommendations
Qualifications
Required Qualifications- Active TS/SCI with Polygraph
- Bachelor's degree +10 years of related experience (or Master's degree +8 years)
- Understanding of SIGINT and/or GEOINT systems and technologies
- Knowledge of DoD/IC acquisition processes and contract lifecycle management
- Demonstrated program / project management and technical leadership experience
- Proven ability to work effectively in fast-paced, dynamic environments
- Proficiency with MS Office applications, particularly Excel
- Strong briefing, writing, and interpersonal skills
- Aptitude for on-site SETA work with government stakeholders
- Advanced degree (Master's or PhD) in STEM, Business Administration, or related discipline
- Comprehensive understanding of DoD PPB and FYDP budget processes, experience with unfunded requirements (UFR) identification and advocacy
- Deep familiarity with DoD and IC acquisition, budget, and contracting processes; knowledge of inter-organizational agreements (IAs, MOUs)
- Knowledge of RF engineering principles (linearity, noise figure, gain, VSWR), wideband receiver architectures, digital signal processing, phased arrays, or RF system testing
- Understanding of requirements development and its influence on budget and contract processes
- Experience coordinating with DoD or IC R&D organizations
- Knowledge of Program Management Tools; advanced proficiency with Microsoft Excel (pivot tables, complex analysis)
