SAIC is seeking an Air Battle Management Operations Analyst to support the US Air Force Collaborative Operations for Battlespace Resilient Architecture (COBRA) program at the US Air Forces Europe / Air Forces Africa (USAFE-AFAFRICA) Warfare Center (UAWC) in Kaiserslautern, Germany. 

 

COBRA provides for the implementation, integration, development, and delivery of Modeling and Simulation (M&S) solutions to support the US Air Force, Department of Defense, and mission partner multi-domain operations (MDO) within the Joint All-Domain Command and Control (JADC2) strategy.

 

The role of this position is to provide Air Battle Manager (ABM) operations expertise to facilitate the delivery of live, virtual, and constructive (LVC) training to US, allied, and partner-nation warfighters spanning the United States European Command (USEUCOM) and United States Africa Command (USAFRICOM) Areas of Responsibility (AOR) at the of tactical and operational levels of war.

 

The Air Battle Management Operations Analyst will:

  • Provide ABM support to Tier 1-4 exercises. This includes, but is not limited to, large force employment exercises integrating USAF, Joint Force, and Allied forces in the air, land, sea, space, and cyberspace domains, as well as smaller events exercising specific capabilities.
  • Prepare, coordinate, and present USAF, Joint Force, and Allied air warfare briefings, support academic development and instruction, and lead air warfare discussions with a wide range of audiences as requested by the US Government.
  • Design relevant scenarios informed by knowledge of US, Joint Force, Allied, and adversary real-world systems, capabilities, and tactics for integration into UAWC-sponsored and supported training and exercise events, with supporting presentations, briefings, and other exercise products.
  • Develop exercise documents including Master Scenario Event List (MSEL), Air Operations Directives (AOD), Air Tasking Orders (ATO), Airspace Control Plans (ACP), Airspace Control Orders (ACO), Area Air Defense Plans (AADP), Special Instructions (SPINs), and mission execution products.
  • Facilitate the Joint Event Life Cycle (JELC) of various exercises with warfighters by participating in exercise scenario development, mission planning, mass briefs, mission briefs, execution, debriefs, analysis, and after-action reports.
  • Conduct simulated ABM operations replicating the AOC and other C2 agencies during LVC exercises for missions that include: 5th generation fighter employment, Fighter Integration (FI), Offensive Counterair (OCA), Defense Counterair (DCA), Integrated Air and Missile Defense (IAMD), Suppression of Enemy Air Defense (SEAD), Air Interdiction (AI), Close Air Support (CAS), Strike Coordination and Reconnaissance (SCAR), Combat Search and Rescue (CSAR), and Dynamic Targeting (DT).

Qualifications

Required Experience/Qualifications

  • Bachelor's and Nine (9) or relevant years of experience in lieu of degree
  • ABM (or rated equivalent) with CRC, AWACS, C2ISR, and/or AOC operational experience, with the most recent operational tour within the last 5 years. 
  • At least one past assignment on an AOC, JOC, NATO CAOC, or similar staff directly managing operational-level C2.
  • Minimum of 200 instructor / evaluator hours.
  • Expert knowledge of USAF and Joint Force doctrine, tactics, techniques, and procedures (TTPs).
  • Experience with the Joint Air Operations Planning (JAOP) or the Joint Operations Planning Process for Air (JOPPA) at the AOC, Component, COCOM, or Joint Staff level.
  • US Citizen and active U.S. Secret security clearance, plus eligibility for Top Secret / SCI.

     

 

Desired Experience/Qualifications:

  • AOC experience within the past 5 years
  • USAF C2 Warrior Advanced Course graduate
  • USAF Weapons School graduate (or equivalent)
  • USMC Weapons Instructor Course graduate
  • USAF AWACS, JSTARS, Rivet Joint, or CRC mission crew commander
  • Knowledge of NATO doctrine and tactics, techniques, and procedures 
  • Knowledge of USAF and US Joint doctrine for upper-tier and lower-tier IAMD.
  • Familiarity with the following systems: Next Generation Threat System (NGTS), Modern Air Combat Environment (MACE), Air Warfare Simulation (AWSIM), and Battlespace Command and Control Center (BC3).
