JOB DESCRIPTION:  

The Army Navy Business Group currently has a career opportunity for an Engineering Assessment subject matter expert (SME) to provide unit-level training support to Afloat Training Group Atlantic (ATGL) in Norfolk, VA.

 

The individual in this position will deliver technical training and certification recommendations as an Engineering Assessor for ships, provide feedback on training readiness issues, training deficiency trends, and potential recommendations for process improvement. In addition, he/she will have ten (10) years of applicable experience in/with:

  • Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures, including an understanding of the OFRP, FRTP, FTC and other Navy training policies

  • Training management

  • Developing training curriculums

  • Conducting fleet/ joint training assessments to identify gaps, training needs and solutions

  • Delivering training in person and/or online 

  • Developing and modifying training event/exercise scenarios

  • Managing training projects

  • Team and/or project leader

  • Designing custom training to meet training objectives

  • Public speaker and presentation skills

  • Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral formats

  • Handling multiple priorities and interruptions with minimal impact on productivity/deliverables

 

Specific Functional Area tasks include:

  • Schedule and execute shipboard engineering certifications in accordance with current TYCOM training policy and instructions and serve as Engineering Assessor.

  • Provide oversight and management of Training and Operational Readiness Information Services (TORIS) and Master Scheduling Program (MSP) responsibilities as they relate to Engineering Assessments Atlantic (EAA).

  • Provide recommendations to government on development and revision of engineering certification standards in accordance with current TYCOM training policy and instructions, and the Engineering Department Organization and Regulations Manual (EDORM) (CNSFINST 3540.3 (series) to include:

    • Managing the annual Mission Area Review process for MOB-E (Mobility Engineering) warfare area in coordination with Engineering Assessment Pacific (EAP). 

    • Managing the MOB-E annual curriculum review process for shipboard classroom training events.

    • Conduct annual cross training with EAP to ensure alignment of training across all Fleets.

  • Coordinate quarterly EAA Classroom/Symposium training for fleet Commanding Officers, Executive Officers, and ship's engineering leadership.

  • Develop and deliver training presentations for prospective training officers and prospective Top Snipes.

  • Track and maintain performance metrics related to the MOB-E warfare area.

  • Provide EAA with operational support in MOB-E mission areas.

  • Conduct periodic Mission Area Spot-checks, ensuring alignment of all MOB-E teams and unit-level training events are conducted in accordance with the SFTRM and ATG User Guides.

  • Provide current and accurate recommendations on quality control and quality assessments.

  • Conduct annual review of the command's internal and external training instructions.

  • Develop and deliver executive-level briefs to stakeholders on the current status of ships within the MOB-E Basic Phase of training.

  • May be required to get underway for extended periods of time (up to 14 consecutive days at a time) or work extended hours ashore.  These consecutive underway or ashore periods may include weekends and holidays.  Additionally, CONUS and OCONUS travel may be required. Support requires ability to transition up and down ladders and around ships to fulfill task requirements.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

  • Must be a U.S. citizen with a Secret clearance and Bachelor's degree.

  • Active military duty experience including recent instructional/training experience.

  • Ten (10) years of experience across Functional Area tasks (14 years considererd without bachelor's degree)

  • Five (5) years of experience in engineering onboard US naval vessels or equivalent engineering platforms

  • Five (5) years of experience as a Tactical Action Officer (TAO), warfare area coordinator or equivalent DoD staff warfare area coordinator

  • Experience with military planning processes, Root Cause Analysis, and ORM

  • Must possess proven written and verbal communication skills and be able to act independently.

  • Experience in use of MS Office (e.g., Excel, Access, PowerPoint) products.

 

DESIRED BACKGROUND / EDUCATION / SKILLS:

  • Designation as Afloat Training Specialist or Master Training Specialist.

  • Familiarity with Surface Force Readiness Manual (SFRM), Surface Force Exercise Manual (SFEM), and use of the Master Scheduling Program (MSP) is a plus.
