JOB DESCRIPTION:

We are seeking a financial and change management specialist to support our NORAD-NORTHCOM (N&NC) IT Enterprise Services (NITES) Program. Our customer maintains a highly demanding mission and requires our support to provide expert technical and professional management support to the commands enterprise Information Technology (IT) services.  The Financial and Change Management Specialist will support a program that provides sustainment, maintenance, financial management, and change management services to help ensure secure, reliable, and uninterrupted availability of the Department of Defense IP networks in accordance with Federal and Department of Defense (DoD) regulatory guidance.

***This is a hybrid position with onsite requirements in Colorado Springs***

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Manage, develop and communicate Control Account and Change Management (CM) processes and appropriate supporting/procurement procedures.
  • Raise the profile of ITIL best practices and promote the benefits of CM.
  • Responsible for the creation, development and management of Change Management process and documentation.
  • Receive, record, categorize and distribute Requests for Change and arrange for authorization or rejection within agreed timescales and at appropriate levels of authority.
  • May arrange and facilitate Change Advisory Board meetings or Change Control Boards.
  • Manage and distribute the Forward Schedule of Change and ensure all parties receive the maximum period of notice of any downtime.
  • Keep RFC records up to date in Service Management Toolset; review status of records on regular basis.
  • Review all implemented RFCs to ensure that objectives have been met and instigate investigation into any failures or back-out implementations.
  • Build relationships with the technical team and Problem Manager that ensures full, relevant and accurate information is shared to the benefit of all stakeholders.
  • Provide regular and accurate management reports and DOD regulations and directives.
  • Assist procurement team in providing cost estimates or bill of materials supported by market research and agency's spend plan.
  • Manage and monitor asset listings of all N&NC IT equipment and resources - on-network, in bench-stock status and as part of project/modernization efforts.
  • Helps provide NITES annual ITSM cost estimate entailing estimated annual Software License Support, Hardware Maintenance Support, Technical Refresh, annual bench stock anticipations for following year as well as any emergent software, hardware or project cost forecasts.
  • Support current and future procurement goals in accordance with forecasted spend plan.
  • Assist in monitoring warranties, capabilities and associated maintenance plans to ensure no coverage gaps to fulfill government requirements.
  • Optimize workflow, processes, metrics and analysis to increase team productivity and schedule/budget.
  • Provide strategic technical direction within routine ops, continuous improvement, and projects/modernization.

Qualifications

REQUIRED SKILLS:

  • Bachelor's degree and 5+ years and or equivalent experience in a broad range of assignments in tasks directly related to the proposed areas of responsibility.
  • Active TS/SCI clearance
  • ITIL Foundation Certificate
  • ITIL Change Manager Practitioner
  • Sourcing and inventory management
  • Project and product lifecycle management
  • Cost control and reduction
  • Software License Agreements (SLAs) experience
  • Demonstrated experience supporting budget and change management functions
  • Experienced in documenting and revising processes and procedures
  • Familiarity with IT and communication hardware, software, and network infrastructure
  • Clear, authoritative, and professional communication skills
  • Ability to prioritize work and deliver to deadlines

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
