SAIC is seeking a Risk Management Systems Engineer to provide Systems Engineering and Technical Advisory (SETA) support to a mission-critical program within the Ground Enterprise Directorate (GED) of the National Reconnaissance Office (NRO) in Chantilly, VA. GED is responsible for architecting, acquiring, and maintaining the nation's most advanced space and ground systems that support global intelligence and defense operations.
In this role, you will lead the risk, issue, and opportunity management processes within GED, overseeing efforts to identify, assess, mitigate, and track technical, programmatic, and enterprise-level risks. As a trusted advisor, you will work hand-in-hand with the Chief Architect's (CA) Office, System Program Offices (SPOs), and other mission stakeholders to establish and operationalize risk management policies, guide decision-making, and ensure risks are effectively communicated and documented throughout the organization. By enabling GED's proactive risk culture, you will play a critical role in ensuring the successful execution of national security missions.
Key Responsibilities to include:
- Oversee the identification, analysis, assessment, and tracking of risks, issues, and opportunities (RIOs) across GED programs and initiatives.
- Facilitate routine Risk Management Working Groups (RMWGs), guiding cross-functional teams to identify potential risks, evaluate impacts, and define mitigation strategies.
- Establish governance and processes to ensure RIO management aligns with enterprise policies and mission goals.
- Actively engage with System Program Offices (SPOs), architecture teams, and mission stakeholders to identify sources of risk and their potential impacts on technical and programmatic objectives.
- Partner with SPOs to facilitate informed decisions in balancing risk with opportunity, ensuring alignment with overall enterprise objectives.
- Analyze risks and opportunities against GED priorities to determine likelihood, consequence, and recommended courses of action through the development of mitigation, acceptance, transfer, or avoidance strategies.
- Provide executive-level summaries, outlining potential risk/issue impacts and consequences for resources, schedules, and operational performance.
- Maintain accurate and detailed documentation for all Risks, Opportunities, and Issues (RIOs), ensuring sufficient traceability and accountability across GED.
- Develop and deliver comprehensive reports, dashboards, and visualizations for risk trends, critical escalations, and program vulnerabilities.
- Represent GED at enterprise-wide risk management forums, ensuring proper alignment of GED's risk priorities with broader NRO strategies.
- Serve as the GED point of contact in the NRO Risk Management process, ensuring that risks and issues are communicated to leadership and integrated into enterprise analyses.
- Recommend revisions and enhancements to GED risk policies and governance, ensuring continuous alignment with best practices, lessons learned, and a rapidly evolving enterprise environment.
- Lead efforts to train stakeholders on risk management processes, systems, and best practices to facilitate successful adoption across GED.
Qualifications
Required Education and Experience:
- Bachelor's degree in a STEM discipline (e.g., Systems Engineering, Engineering, Computer Science, Mathematics) or Project Management with at least 9+ years of relevant experience, Master's degree and 7+ years of relevant experience, or Ph.D. and 5+ years of relevant experience.
- Active Top Secret/SCI with Poly
- Proven experience leading risk management processes, including identifying, analyzing, mitigating, documenting, and tracking risks across technical and programmatic domains.
- Expertise in developing and implementing governance frameworks and policies specific to risk management.
- Strong ability to facilitate collaboration among diverse groups, fostering transparency and alignment in high-stakes, cross-program environments.
- Exceptional analytical and problem-solving skills, with the ability to interpret complex data and translate insights into actionable recommendations.
- Strong verbal and written communication skills, with experience presenting clear, concise, and impactful information to technical leads, executives, and senior government officials.
- Experience in systems engineering, program management, and/or configuration management, with a solid understanding of enterprise risk management principles.
- Skilled at multitasking, managing competing priorities, and operating successfully in a high-tempo, dynamic environment.
- Familiarity with national security mission systems, especially within the NRO or Intelligence Community (IC) a PLUS!
Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
