The Senior Business Analyst/Scrum Master serves in a dual capacity, combining strategic business analysis functions with Agile delivery leadership within the Scaled Agile Framework (SAFe). This individual plays a pivotal role in driving the Agile development process, acting as a servant leader and Scrum Master for multiple Agile teams while simultaneously bridging the gap between business stakeholders and technical delivery teams. The Senior Business Analyst/Scrum Master ensures the timely delivery of high-quality software solutions that align with organizational goals and meet defined business requirements.

Agile Leadership & Scrum Master Duties

• Serves as a servant leader and Scrum Master for multiple Agile teams, driving the Agile development process in alignment with SAFe principles and practices
• Facilitates all Agile ceremonies, including but not limited to:
  • Sprint Planning
  • Daily Stand-Ups (Daily Scrum)
  • Sprint Reviews
  • Sprint Retrospectives
  • Program Increment (PI) Planning events
  • Identifies, tracks, and removes impediments that hinder team progress, escalating issues as appropriate to ensure uninterrupted delivery
  • Fosters a collaborative, high-performing, and psychologically safe team environment that encourages open communication, accountability, and continuous learning
  • Ensures adherence to Agile principles emphasizing transparency, inspection, and adaptation across all team activities

 

Cross-Functional Collaboration & Stakeholder Engagement

• Ensures effective collaboration between cross-functional teams, promoting the consistent adoption of Agile principles and SAFe practices across the organization
• Works closely with stakeholders, Product Owners, and program leadership to understand business needs, communicate project progress, and ensure alignment between business goals and Agile delivery outcomes
• Serves as a liaison between technical teams and business stakeholders, translating complex technical concepts into clear, actionable business language and vice versa
• Supports dependency management and coordination across Agile Release Trains (ARTs) to ensure integrated and synchronized delivery

 

Business Analysis

• Elicits, documents, and manages business and functional requirements in collaboration with stakeholders and Product Owners
• Develops and maintains user stories, epics, features, and acceptance criteria within Jira, ensuring requirements are well-defined, prioritized, and ready for sprint execution
• Conducts gap analyses, process mapping, and workflow assessments to identify opportunities for process improvement and system enhancements
• Maintains accurate and up-to-date documentation in Confluence, including process flows, meeting notes, decision logs, and project artifacts
• Supports backlog refinement activities to ensure the product backlog is groomed, prioritized, and aligned with program objectives

 

Coaching, Training & Continuous Improvement

• Provides coaching and training to team members, Product Owners, and stakeholders on Agile methodologies, SAFe practices, and Scrum principles, ensuring a common understanding and consistent adoption across teams
• Drives a culture of continuous improvement by identifying areas for enhancement within Agile teams, implementing targeted changes, and measuring the impact of improvements through defined metrics and key performance indicators (KPIs)
• Mentors junior team members and supports the professional development of Agile practitioners within the program
• Champions Agile best practices and advocates for process improvements at both the team and program levels

 

Accessibility & Quality Considerations

• Ensures that Agile development and delivery processes incorporate accessibility considerations throughout the software development lifecycle, in alignment with applicable accessibility requirements and standards
• Collaborates with the Accessibility Lead and delivery teams to ensure that user stories and acceptance criteria reflect accessibility requirements where applicable
• Supports the preparation and review of deliverables to ensure compliance with quality standards and contractual obligations
   

Qualifications

• Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience. Additional experience may be considered in lieu of a degree.
• Experience: Minimum of 5 years of demonstrated experience in a Scrum Master role, with additional experience in business analysis or requirements management
• Certification: SAFe Certified Scrum Master (CSM) or equivalent certification required
• Clearance: Tier 2 Public Trust
• Tools: Strong proficiency in the use of Jira and Confluence
• Must be U.S. Citizen
• Ability to obtain and maintain a Public Trust clearance

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
