SAIC is seeking a Senior Financial Management Analyst to support the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) Resources and Analysis (R&A) Directorate. Candidates must have experience with acquisition and Planning, Programming, Budgeting and Execution (PPBE) processes at the Department of War (DoW) or Service Component Headquarters level and using the Defense Agencies Initiative (DAI) system. This role directly supports the Director for Resources and Analysis (SES). The successful candidate will serve as a SME for financial analysis as well as day-to-day operational support to the Director. This role focuses on executing all phases of the DoW PPBE process, and serving as an action officer and providing operational support to the R&A Director.
This position is 100% on-site in Alexandria, VA.
Job Responsibilities:
- Assist OUSW(R&E) in developing the Program Objectives Memorandum (POM) and Budget Estimate Submission for R&E.
- Provide day-to-day operational support including preparing read ahead materials, communication of directorate taskings on behalf of the Director, and serving as the security representative for the R&A Directorate suite.
- Manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).
- Monitor and support DoW program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
- Assist in the preparation of required documentation to support the DoW PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and support documentation for Program Decision Memorandum.
- Process financial and budgetary actions in the DAI system and other associated databases.
- Prepare and support the development of reports, briefings, assessments, and strategic planning documents.
- Assist in identifying baseline financial processes and design target financial and business processes and procedures.
- Ensure OUSW(R&E) is responsive to daily action items as well as monitor progress on actions and keep leadership aware of late, pending, and new actions.
- Identify and assign actions to the correct stakeholders; maintain awareness of the status of response and coordinate with the stakeholders on the draft/final product to submit for review.
- Provide review and oversight of materials prepared by the R&A Directorate to ensure Director's intent and OUSW(R&E) requirements are met.
- Prepare analysis and evaluation of the effectiveness of programs and operations and analyze financial and budgetary trends.
- Prepare and participate in Mid-Year Reviews and other PPBE meetings as required.
Qualifications
Required Qualifications:
- U.S. citizenship.
- Active SECRET clearance. TS/SCI preferred. Ability to obtain a TS/SCI ia required to maintain employment.
- Bachelor's degree in accounting, business management, or finance and at least fifteen (15) years of experience; OR Master's and thirteen (13) years of experience.
- Direct and significant experience utilizing DAI.
- Experience supporting Senior DoW leadership.
- Experience supporting senior financial management and budget execution.
- Experience leading and directing a diverse team to high-performance outcomes.
- Proficient in Microsoft Office to include PowerPoint, Work, Access, and Excel.
- Strong written and oral communication skills.
- Knowledge of funding execution processes, DoW organization, and structure (particularly R&D structure of the Office of the Secretary of War, Military Services, and Combatant Commands).
- Strong leadership competencies include advanced interpersonal skills with experience in leading teams and fostering collaboration to achieve operational excellence and alignment with customer and organizational goals.
