SAIC Security is seeking an experienced Facility Security Officer (FSO) to support our operations in California, MD. The FSO will perform duties related to industrial and facility security, ensuring compliance with applicable regulations, policies, and procedures.

 

The primary responsibilities for this position include, but are not limited to:

 

Key Responsibilities:

 

Facility Security Oversight:

 

  • Serve as the Facility Security Officer for assigned facilities, programs, and customers.

  • Maintain Facility Security Clearances (FCL) for the applicable CAGE Code(s).

  • Ensure compliance with the 32 CFR Part 117 (NISPOM), DoD and federal security regulations, SAIC Security Standard Practice Procedures (SPP), and relevant local security protocols.

  • Collaboration and Relationship Management:

  • Maintain a working relationship with the Defense Counterintelligence and Security Agency (DCSA) or other Cognizant Security Agencies for inspections, security incidents, and compliance.

  • Work closely with SAIC's Security Professionals, Security Management Officers (SMOs), Program Managers (PMs), and team members to address and maintain security requirements.

  • Coordinate with the SAIC Personnel Security (PERSEC) Office for clearance processing and employee access.

 

Compliance Monitoring & Reporting:

 

  • Manage and update security platforms such as SIMS, NISS, FSO Dashboard, and DISS/NBIS, ensuring accuracy and compliance.

  • Perform annual self-inspections for NISP compliance and assist with peer-to-peer inspections within established timeframes.

  • Conduct regular reviews of security documentation (e.g., DD254s and site security plans) to confirm that security requirements are met.

  • Complete and maintain all required administrative security documentation (e.g., 441-1, KMP list, UL certifications, and DD254s).

  • Initiate and document timely corrective actions for security violations and infractions in accordance with government regulations.

 

Access & Clearance Management:

 

  • Process visitor access requests and enforce visitor requirements following 32 CFR Part 117 (NISPOM) and SAIC SPPs.

  • Oversee the administration of high-value incident reports (e.g., insider threat reports, security violations) and ensure all necessary systems, such as DISS and SIMS, are updated accordingly.

  • Manage cleared employees' onboarding and offboarding security requirements.

  • Training and Awareness:

  • Implement and oversee Security Education, Training, and Awareness (SATE) programs to meet regulatory and compliance standards.

  • Attend local and corporate security training sessions and participate in security team meetings as directed.

  • Mentor and collaborate with peers and subordinates regarding security matters and process improvements.

 

Technology and Closed Area Oversight:

 

  • Supervise the functionality and compliance of security technologies, including surveillance systems, access control systems, and intrusion detection systems.

  • Manage closed areas (if applicable), ensuring proper certification (UL, containers, logs, access controls, etc.).

  • Collaborate with the Information System Security Manager (ISSM) and associated teams to ensure compliance with Security Technical Implementation Guides (STIG) for classified systems and Cyber Command Readiness Inspections (CCRI).

 

Proposal and Customer Support:

 

  • Provide proposal security support for Army, Navy, and Civilian Group contracts.

  • Address customer and program security action requests, including verbal and written communication.

  • Qualifications:

  • Strong knowledge of DoD security regulations, including 32 CFR Part 117 (NISPOM) and related federal guidelines.

  • Demonstrated experience in managing industrial security programs and compliance initiatives.

  • Proven expertise with systems such as DISS/NBIS, SIMS, and security reporting tools, with the ability to maintain accurate records.

Qualifications

  • Must be a US Citizen

  • Active Top Secret U.S. Government security clearance and the ability to maintain this clearance

  • Bachelors Degree and 6 years of AFSO experience in government and/or industrial security

  • Defense Counterintelligence and Security Agency (DCSA) FSO certification with possessing curriculum current or the ability to obtain within 6 months of hire.

  • Knowledge of the design and execution of security programs in accordance with 32 Code of Federal Regulation (CFR) Part 117/NISPOM

  • Familiarity with DoD 5205.07

  • Proficient in understanding Intelligence Community Directives with an emphasis on ICD-705 (Physical Security)

  • Ability to manage time, make sound decisions, take independent action, analyze problems and provide focused solutions

  • High degree of professionalism and attention to detail

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
