SAIC is seeking a Senior Strategy Analyst to lead high-impact initiatives, provide strategic guidance, and drive process modernization across the customer enterprise. This role requires a blend of deep subject matter expertise, program management, and leadership to solve complex organizational challenges. The analyst operates with significant autonomy, advising senior leadership, mentoring team members, and ensuring the alignment of programs with strategic objectives. 

Work will be performed at the customer site in Springfield, VA.

***The hiring of this position is contingent upon contract award. Anticipated award is fall of 2026.***

 

  • This position will be responsible for providing senior program and project management support, including the development of strategic plans, policies and Standard Operating Procedures (SOPs). 
  • This position will lead and advise on process improvement and re-engineering efforts, applying methodologies like Six Sigma and ITIL to modernize governance and business functions.
  • This position will establish performance measures, monitor metrics, and analyze results to identify and implement performance-based improvements.
  • The position will require candidates to lead discussions at internal and external meetings, facilitate data-related working groups, and represent the organization to IC and DoD partners.  

 

Duties Include: 

•     Lead and mentor the Strategy team to achieve and exceed performance goals, fostering a culture of continuous improvement and professional development. Regularly assess team members' competency skills and proficiency to ensure desired skills and capabilities are maintained. 

•     Establish a clear strategic direction for the team, aligning day-to-day operations with long-term organizational goals. Drive the team to consistently deliver high-quality results that advance the overall mission of the organization. 

•     Lead and coordinate the development and implementation of multi-year strategic management plans (to include the customer's COOP plan, Strategic Plan, and PI&ID Plan), ensuring alignment with National, DoW, IC, NSG, and customer requirements. 

•     Act as the primary point of contact between the team and branch leadership, effectively communicating team progress, challenges, and needs, while ensuring alignment with stakeholder expectations and project deliverables. 

•     Oversee both operational and strategic initiatives within the team, ensuring that short-term actions are built towards long-term objectives, and that team contributions directly support the broader organizational strategy. 

•     Capture, assess, and report on the relevant metrics within the branch which supports Continuity of Operations and integrated Business Continuity execution, Defense Critical Infrastructure Program, and Risk Management programs. Examples include: NGP 709, EMS 47, and COOP 001. 

•     Draft, coordinate, and assist with the publication of needed customer supplementation of policy/guidance in support of National, DoW and ODNI policy, plans and procedures. 

•     Develop, edit, and conduct reviews of briefings, talking points, and project plans while assisting other members of the Mission Assurance Branch (NWM) with understanding and interpretation. 

•     Support customer Lapse of Appropriations/Furlough Planning efforts: 

•     Ensure the Agency Lapse of Appropriations SOP is reviewed and updated at least every six months, or as needed. 

•     Attend the furlough working group meetings and provide written notes to all members regarding meeting proceedings. 

•     Deliver Lapse of Appropriations After Action Reports after every potential Lapse of Appropriations period. 

•     Assist in the coordination and perform updates to the customer's Plan for Orderly Shutdown in the Absence of Appropriations. 

Qualifications

Required Skills: 

•     Education: A Bachelor's degree in business, or a related field.

  • Strong leadership competencies - experience leading and directing a diverse team to high performance outcomes. 

•     Minimum of 7 years of experience in program management, with a proven ability to translate complex data into strategic recommendations for executive decision-makers. 

•     Exceptional skills in oral and written communication, with a demonstrated ability to present complex strategies and operational metrics to diverse audiences, including senior leadership, stakeholders, and external partners, ensuring clarity and actionable outcomes. 

•     Proven ability to lead special projects and strategic initiatives with demonstrated success in problem-solving, decision-making, and resource optimization. 

•     Demonstrated experience providing strategic-level decisions in a team environment. 

Desired Skills: 

•     Demonstrated experience in standard business application software for presentations, word processing, and SharePoint-based websites. 

•     FEMA level 1 certified (or ability to attain within 6 months of hire).
