The Strategic Initiatives Officer supports directorate-level process realignment and development activities. The officer assists in the development, tracking, and implementation of planning guidance and high-level roadmap strategy for the office, working closely with senior leadership to monitor strategic issues and ensure the successful integration of division-level activities. Supports the development and execution of key strategic initiatives, with a focus on international affairs, space policy, and multinational partnerships. This role involves tracking partner requirements, processing policy-related actions, providing administrative support for governance frameworks, and mitigating risks posed by emerging commercial and foreign capabilities.
Work will be performed at the customer site in St. Louis, MO
The hiring of this position is contingent upon contract award. Anticipated award is fall of 2026.
Duties May Include:
- Assist the Director in tracking operational and strategic issues across meeting venues and ensure office leadership is kept apprised of statuses and milestones.
- Monitor and track changes in guidance from the Front Office and develop implementation guidance for the entire directorate.
- Identify, track, understand, and assess multinational-related needs and requirements to enable deepening relationships with international partners.
- Assist office and division leadership in the tracking and management of integrated division-level activities.
- Prepare final versions of guidance and policy documentation for leadership approval.
- Coordinate with leadership to ensure appropriate stakeholders are present at all decision briefs affecting the mission and functions of the directorate.
- Perform research and contribute to the preparation of analytical/technical reports and publications.
- Create and maintain databases, SharePoint sites, summary data, spreadsheets, and graphic documents.
- Assist in the planning and logistical support of multinational engagements, domestically and abroad.
- Identify, track, and assess multinational-related needs and requirements to support international partnerships.
- Process NOAA license actions and prepare IC-wide policy exemptions for approval.
- Assist in the technical development and strategic implementation of various IC policy initiatives for space and international affairs.
- Coordinate National Security Council implementation guidance on commercial imagery policy throughout the IC and DoD.
- Provide administrative support to enable the governance framework and operating structure for multinational initiatives.
- Draft congressional talking points and responses for senior leadership.
- Develop and maintain multiple SharePoint sites for IC/DoD collaboration on matters of commercial imagery and international affairs.
- Assist multinational teams with defining, building, and executing their requirements.
Qualifications
Required Skills:
- Active TS/SCI is required
- Willing and able to obtain a Polygraph
- Education: A minimum of a Bachelor's degree in Strategic Intelligence, Business Administration, International Affairs, Public Policy, or a related field.
- Experience: A minimum of 7 years of demonstrated experience in strategic planning, program management, or policy development within the Intelligence Community or Department of Defense. 10+ years of experience in lieu of a Bachelor's degree, .
- Demonstrated experience in using project management tools, techniques, and processes.
- Demonstrated experience in drafting solutions regarding policy challenges to assist office and agency leadership with multinational engagement.
- Experience in coordinating with senior-level stakeholders and preparing materials for varied audiences.
Desired Skills:
- Demonstrated experience serving as a subject matter expert regarding foreign partner participation in agency multinational initiatives.
- Experience providing strategic-level decisions in a team environment.
- Demonstrated experience supporting space and remote sensing programs.
- Demonstrated experience with projects or initiatives involving DoD, IC, or international space assets and collection capabilities.
- Demonstrated experience in applying U.S. commercial remote sensing space policies and regulatory processes.
- Demonstrated experience in using project management tools, techniques, and processes.
- Demonstrated experience in drafting solutions regarding policy challenges.
- Demonstrated experience in anticipating trends, activities, and challenges in the national, commercial, and international space industries.
- Demonstrated experience in analyzing and interpreting space policy documents to provide recommendations to senior leadership.
- Demonstrated experience providing foreign visit support (facilitating logistics, preparing read-ahead books, and drafting executive summaries).
