Position Overview
Position Title: Systems Engineer – Common Carriage Platform Integration & Test Program: NAVAIR PMA-272, AN/ALE-47 Common Carriage Platform Protection Program Location: Cecil Air Base, Jacksonville, Florida (with travel required) Clearance Required: Active Secret Clearance (minimum) Position Type: Contract
Program Background
The Common Carriage program is an upgrade for the AN/ALE-47 Countermeasure Dispenser System (CMDS), aimed at replacing obsolete components and transitioning the Department of the Navy (DoN) to the 1" x 1" x 8" square expendable form factor used by other DoD services. This new dispenser is designed to handle square expendables, enhancing interoperability, increasing payload capacity, and enabling the use of advanced, smart countermeasures.
Roles and Responsibilities
The selected candidate will perform tasking designated by NAVAIR PMA-272, including but not limited to:
- Platform Integration Analysis: Provide support for AN/ALE-47 Common Carriage platform integration studies on multiple platforms, including:
- P-8 Poseidon
- MV/CMV-22 Osprey
- MH-60R/S Seahawk
- CH-53K King Stallion
- Feasibility and Trade Studies: Conduct detailed analyses of each platform's existing structural, mechanical, electrical, and avionics systems to determine the optimal integration strategy.
- Technical Support: Support the development and review of Engineering Data Requirements Action Plans (EDRAPs), ensuring technical data for the program is identified, scheduled, and delivered. Provide technical input for airworthiness documentation and flight clearances.
- Systems Engineering & Integration: Perform sensor integration for expeditionary EW, MMEW, and EWM systems. Support engineering efforts through all phases of the product life cycle, including milestones such as ICD, CDD, PDR, CDR, and identification of Key Performance Parameters (KPPs).
- Research & Development: Perform cost-effective research of evolving and emerging technologies related to expeditionary EW, MMEW, and EWM systems. Conduct trade studies, develop white papers, and make engineering recommendations.
- Test & Evaluation (T&E) / Verification & Validation (V&V): Perform T&E and V&V for systems, subsystems, and components. Document all test activities and results, including test plans, procedures, data collection, analyses, and written test reports.
- CDRL Management: Generate, review, and deliver Contract Data Requirements Lists (CDRLs) per program schedule.
- Travel: Travel for test and SETR events, fleet support activities, or other program-related travel as required by the NAVAIR PMA-272 program office.
Qualifications
Required Qualifications
- Education: Bachelor of Science in Mechanical Engineering, Aerospace Engineering, or related technical discipline
- Experience: Minimum 8–10 years of relevant systems engineering experience in a DoD/NAVAIR environment
- Clearance: Active DoD Secret Clearance required
Desired Skills & Experience
Based on the complexity of this program, the following skills are highly desired:
Systems Engineering & Acquisition
- Experience as a platform integration lead engineer for avionics and mission systems
- Proficiency in requirement development, SOW and CDRL generation, integration plans, and SETR design reviews
- Experience supporting source selections, including development of system specifications, interoperability requirements, and evaluation criteria
- Familiarity with DAWIA Engineering and Program Management frameworks
Airworthiness & Flight Clearance
- Experience as an Airworthiness Team Lead and Flight Clearance Signatory
- Experience leading technical reviews for component and system certification
- Familiarity with EDRAP requirements and IOT&E verification and compliance requirements management
Test & Evaluation
- DAWIA Test and Evaluation Practitioner certification or equivalent experience
- Experience documenting and managing T&E plans, data collection, and test reports across system life cycle phases
Program & Financial Management
- Ability to monitor and report technical and financial contractor progress
- Experience technically evaluating the impact of cost and schedule changes and re-baselining projects as necessary
- Ability to estimate engineering SME workforce requirements for fiscal year budgeting
Software & Digital Engineering
- Familiarity with Agile software development processes, DevSecOps, and cybersecurity assessments in software development
- Experience supporting transition to Model-Based Systems Engineering (MBSE), including SOW language and CDRL deliverable identification
- Experience monitoring AI applications in engineering programs
Design & Analysis Tools
- Proficiency in Creo and Windchill for component detailed design
- Ability to generate structural analyses to support flight clearance assessments
Logistics & Sustainment
- Experience with Reliability Centered Maintenance (RCM) analysis, PMIC source content development, and life-limited component management
- Familiarity with NATOPS/NATIP development and management
Additional Information
- Work will be performed primarily at Cecil Air Base, Jacksonville, Florida, with potential remote work and travel to test and fleet support locations.
- The contractor shall comply with all applicable safety and security regulations. Information handling will be considered CUI.
- Government Furnished Equipment (GFE) will be provided, including physical working space and an NCMI laptop.
This requisition is in support of NAVAIR PMA-272 program requirements. All candidates must be able to obtain and maintain the required security clearance prior to start.
