SAIC is seeking an experienced Scrum Master to join our Lead Systems Integrator (LSI) Team in supporting the Department of the Air Force Integrated Fires Command and Control (DIFC2) program of record. The ideal candidate will possess technical expertise, proven leadership skills, and a track record of developing solutions in classified systems and high-security environments. This position requires exceptional technical project management skills and the ability to balance and adjust work priorities to meet short deadlines.
Key Responsibilities
The Scrum Master will:
•    Facilitate key agile ceremonies, including daily stand-ups, sprint planning, sprint reviews, and retrospectives, ensuring operational efficiency and team alignment.
•    Provide expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for business process engagements.
•    Define and develop business processes, policies, roles and responsibilities, and performance metrics to streamline team performance and ensure effective collaboration.
•    Conduct comprehensive analysis of business processes, including current state analysis, gap analysis, benchmarking, best practices identification, and organizational assessments.
•    Plan and implement process improvements, including future state design, change management, and transition planning.
•    Partner with cross-functional technical and business teams to define and document system requirements, such as program functions, output needs, input data acquisition, and system techniques and controls.
•    Provide oversight for quality programs, systems, processes, and procedures, ensuring compliance with policies, standards, and governmental regulations, while identifying opportunities for performance optimization.
•    Communicate performance and quality assurance metrics, defects, and issues to stakeholders through tools, ensuring clear documentation and collaboration.
•    Guide the team in developing solutions to complex technical and organizational challenges and continuously advocate Agile best practices and a mindset of continuous improvement.
•    Coordinate closely with customers, product teams, and cross-functional stakeholders, effectively managing risks, identifying impediments, and facilitating solutions.
•    Act as a servant-leader, mentoring team members on Agile principles and fostering a high-performing and collaborative team environment.
•    Deliver presentations, conduct client interviews, and facilitate training on process improvements, measurement tools, change management strategies, and root cause analyses.

SAIC is seeking a Training, Doctrine, and Readiness Expert to provide analytical, technical, and administrative support for activities related to training, doctrine development, and organizational readiness. Supporting the Defense Threat Reduction Agency (DTRA) at Fort Belvoir, VA, this full-time, on-site role is critical to advancing DTRA's mission to counter and deter Weapons of Mass Destruction (CWMD) and emerging threats by enhancing readiness, training, and doctrine implementation.
Your expertise will contribute to the support and successful execution of initiatives such as the CJCS Joint Training System, the Chairman's Readiness Program, DTRA's Joint Training Program (JTP), and the Agency's Readiness and Preparedness Program (ARPEP). This pivotal work will align closely with DTRA's objectives, current operations, and collaborative efforts with Combatant Commands (CCMDs).

Key Responsibilities Include:
•    Provide support for the planning, management, and execution of the CJCS Joint Training System and the Chairman's Readiness Program.
•    Assist with DTRA's participation in the Chairman of the Joint Chiefs of Staff Readiness System, including the development of Mission Essential Task Lists (METLs), standards, and conditions.
•    Plan, coordinate, and manage DTRA's classified and unclassified training events, readiness assessments, and ARPEP training events in close collaboration with DTRA leadership.
•    Leverage expertise in Defense Readiness Reporting System (DRRS), Joint Training Tool (JTT), and Joint Lessons Learned Information System (JLLIS) to ensure accurate data management, reporting, and analysis.
•    Participate in Combatant Command (CCMD) joint exercises to provide direct support and insights, representing DTRA's interests and objectives as required.
•    Support the revision of CWMD and threat doctrine and publications, ensuring alignment with government policy, procedure, and doctrinal standards.
•    Review selected doctrinal publications to ensure technical accuracy and consistency with CWMD policy and doctrine; provide comments, recommendations, and prepare draft materials (e.g., Joint Publications) for DTRA and other stakeholders.
•    Conduct research and provide insights on emerging trends and best practices related to countering and deterring WMD threats.
•    Deliver high-caliber analytical and technical support for day-to-day activities, including regular reporting, organizational documentation, and administrative actions for training and readiness-related programs.

 

Qualifications

Required Qualifications:
•    Bachelors degree in a related field with over 10 years of experience. Masters degree preferred 
•    Relevant experience should be in joint training systems, readiness reporting, doctrinal development, or the management of complex training programs within the Defense or Federal Government sectors.
•    Active DoW Secret Security Clearance with the ability to obtain a Top Secret clearance.
•    Strong understanding of Joint Force doctrine with experience in reviewing, revising, and drafting doctrinal publications.
•    Experience in research, writing, and analysis with the ability to develop professional reports, briefings, and policy-relevant documents.
•    Excellent verbal and written communication skills, with a proven ability to produce polished, client ready documentation and briefings and deliver comprehensive written and oral reports.
•    Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
•    Ability to effectively manage and execute classified and unclassified training events and exercises.
•    Experience working in dynamic, high-pressure environments, with a demonstrated ability to prioritize and manage competing tasks effectively.

Desired Qualifications:
•    Experience working within DTRA, a Combatant Command, or in a similar CWMD-focused organization, and/or military experience.
•    Knowledge of the CJCS Joint Training System and related readiness reporting frameworks, including the Chairman's Readiness Program and ARPEP.
•    Demonstrated experience in joint exercise planning and execution, particularly related to CWMD and emerging threats.
•    Demonstrated technical expertise in managing DRRS, JTT, and JLLIS systems as part of training and readiness initiatives.
•    Familiarity with doctrinal revision processes for CWMD, nuclear, biological, chemical, and radiological threats.
•    Active Top Secret security clearance with SCI eligibility.
