The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. Responsibilities
The Financial Analyst will provide business financial management (BFM) support to the NAVSEA AUKUS program. Responsibilities will include, but are not limited to, using Enterprise Resource Planning (ERP), NAVSEA Enterprise Planning System (NEPS) and other financial management systems and reports to obtain, manage, and present financial and business data to ascertain program resource posture and health for multiple appropriations (e.g., Shipbuilding and Construction, Navy (SCN), Operations and Maintenance, Navy (O&MN)), Foreign Military Sales (FMS), etc.); formulating yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan; providing analysis, verification, and justification of budget or acquisition data while ensuring data traceability and consistency with program budget and acquisition history; and assisting with task planning development in support of the annual business plan for assigned Phases and funding types.
Specific duties include: 1) Lead PPBE activities across multiple funding lines and fiscal years, 2) Apply in-depth knowledge of the PPBE and non-PPBE program and budget processes to develop and implement financial strategies, policy, support planning, justification and execution of multiple appropriations (FMS, OPN, and OMN), 3) Manage and track FMS, OPN, and OMN appropriations, 4) Execute funding documents in N-ERP and provide oversight for junior team members, 5) Provide leadership and direction to junior analysts or team members, including tasking, prioritization, and quality review of work products, 6) Independently interpret guidance from senior leadership and translate it into actionable tasks and deliverables, 7) Analyze large, complex data sets to identify trends, risks, and opportunities, 8) Develop and deliver clear, concise financial reports and briefings for senior leadership, 9) Perform risk analysis and provide recommendations to mitigate financial and programmatic risks, 10) Integrate and reconcile data from multiple financial systems and sources (NEPS, N-ERP, MISIL, COBRA, PBIS, etc.), and 11) Collaborate with cross-functional teams including Division Directors, Contracts, Acquisition, Technical, Logistics, etc.
Qualifications
Required Qualifications:
- 10+ years of relevant financial management experience (DoW/Navy preferred)
- Strong knowledge of the PPBE process
- Experience managing multi-year and/or no-year appropriations
- Demonstrated experience leading teams, projects, or workstreams
- Proven ability to work independently and drive tasks to completion with minimal oversight/guidance
- Advanced proficiency in Microsoft (word, ppt, excel)
- Demonstrated ability to analyze and synthesize large datasets
- Experience briefing or reporting to senior leadership
- Strong critical thinking and problem solving skills
- Ability to acquire and maintain a SECRET Clearance

- Familiarity with Financial Systems (N-ERP, ADVANA, MISIL, PBIS, COBRA)
- Experience with data analytics tools (PowerBI, Python, SQL)
Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $130,000.00/Yr. - USD $160,000.00/Yr.
