The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of Combatant Commands (CCMDs) and transitioning these technologies to military services' CCMDs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

 

We have an upcoming need for a Test and Evaluation Engineer/Analyst to provide onsite support out of Kirtland AFB in Albuquerque, NM.


Responsibilities

The candidate will evaluate operational tests and assessments and make recommendations for improvements, identifying areas where technical or procedural solutions would improve assessment or business performance. Integrate expertise across divisional functional areas to monitor assessment performance, make recommendations of strategic investments for process improvement, and coordinate change management when improvements are directed, while managing the collection of TSX stakeholder inputs for process or test requirement change evaluations, summarizing issues, and making recommendations for solutions. Travel to execution sites for tests and assessments to support test and assessment activities, usually data collection or instrumentation support, and evaluate the effectiveness of established processes and/or test procedures, generating recommendations and After-Action Reviews (AARs) based on trip observations. Design, develop, and refine test programs, procedures, and simulations to assess system functionality, integrity, and reliability in realistic operational environments. Gather and analyze test data to determine whether system designs and architectures meet customer specifications, performance standards, and mission requirements, and evaluate the effectiveness of test processes, procedures, and instrumentation to recommend improvements that enhance test rigor, repeatability, and efficiency. Participate in workflow management to obtain approval for execution plans and the release of observation reports; participate in test and assessment review meetings such as project proposals, execution evaluations, and resource allocation decisions; and support equipment fielding, testing, assessment, development, and operational test planning, test design, and equipment test selection criteria. Debug complex test hardware and software configurations used during test events to resolve issues impacting data quality or test execution and collaborates with cross-functional engineering and operational teams to improve or upgrade product and system performance based on test results and failure analysis.

 


Qualifications

Required:

  • 10+ years of experience relevant to Research and Development Test and Evaluation or relevant military operational use of communications hardware, detection equipment, weapons systems, and fieldable equipment sets.
  • Demonstrated experience designing and executing test programs, procedures, and simulations for complex systems, and analyzing test data to assess performance and reliability.
  • Strong analytical and critical thinking skills, with a high level of accuracy in written communication (e.g., test plans, reports, AARs, and recommendations).
  • Proven ability to work independently and complete tasking with minimal guidance and supervision.
  • Excellent verbal communication skills to facilitate meetings, trainings, and to resolve concerns presented during change implementation or test execution.
  • Proficiency with Microsoft Office–related software for documentation, analysis, and presentation.
  • Active Top Secret clearance with the ability to maintain it during employment.
  • Able to travel up to 25%.

Desired:

  • Bachelor's degree in a STEM discipline; relevant military Special Operations background may be substituted for academic qualifications with demonstrated experience.
  • Test and Evaluation (T&E) experience, including demonstrable Research and Development Test & Evaluation background.
  • Experience supporting DoW programs, DTRA, or similar national security organizations.
  • Familiarity with CBRNE/WMD-related systems, sensors, or fieldable equipment sets.
