Overview

The Vermont Department of Libraries seeks a skilled, organized, and motivated Contracts & Grants Administrator. We are a small, fast-paced Department within the Agency of Administration (AOA) dedicated to supporting all libraries throughout the state. This position is in the Department's business unit and works under the supervision of the Commissioner of Libraries and in close cooperation with the Department's Executive Staff Assistant. The position coordinates with AOA's Finance and Management Office to pay invoices, process contracts, and grants, and monitor and report on federal grants awarded to the Department.

 

The position manages all departmental contracts and grants, including associated accounts payable, from inception to execution, including professional service contracts, purchase contracts, and IT services and systems contracts. It also oversees grants to public libraries, consortia, and non-profit partners and federal grants.  

 

The position supports department staff with contracts and a combination of state and federal grants, ensuring compliance with policies and procedures. The incumbent refines and develops internal purchasing, contracting, and grant procedures, and provides annual updates to the department's grant plan. 

 

The person in this position needs to be able to learn new processes, ask questions when needed, and provide feedback in a timely manner. The incumbent is required to be on-site for a minimum of two days per week, and in-state travel to meetings may also be required.

 

The Contracts and Grants Administrator interfaces with the department's leadership, library consultants and staff, and  AOA Finance.

Environmental Factors

Duties are performed in a standard office setting, but may involve some travel for which private means of transportation is required. Some evening or overtime work may be necessary. Interaction with grantees, contractors and consultants through phone contact is required.

Minimum Qualifications

Bachelor's degree or higher AND two (2) years of work experience that includes one or more of the following: (a) administration of grants/contracts as a funder and/or recipient; (b) collaboration with community partners in the delivery of social services; c) enforcement of provider agreements; OR d) management of financial affairs or a governmental accounting system.

OR

Four (4) years of experience that includes one or more of the following: (a) administration of grants/contracts as a funder and/or recipient; (b) collaboration with community partners in the delivery of social services; c) enforcement of provider agreements; OR d) management of financial affairs or a governmental accounting system.
