Overview

If you have an interest in work ensuring that the requirements of environmental permits and laws are followed, consider joining the compliance team in the DEC Solid Waste Program. Integrity, good judgment, people skills, and the ability to evaluate, document, and communicate violations and how to correct them is required.

 

The Compliance Section includes two solid waste inspectors, a salvage yard inspector, a waste transporter permitter, and a supervisor. You will be conducting solid waste facility inspections and investigating complaints throughout the state and completing the follow up to resolve any violations. The compliance section is also responsible for enforcing landmark solid waste legislation, such as Vermont's Universal Recycling law, Single-Use Products law, and the Extended Producer Responsibility laws for batteries, paint, electronics, mercury products, and most recently, household hazardous waste.  

 

This position directly helps protect human health and the environment and helps ensure all Vermonters have access to recycling and environmentally sound solid waste services.  

 

Following up on site visits, preparing inspection reports, reviewing submitted reports, and tracking required corrective actions require office work. You will also be preparing notices of alleged violation and tracking their resolution. While many issues are resolved through voluntary compliance, some violations will require that you prepare citation or case referrals for formal enforcement. Solid waste or compliance experience is helpful but not required. The ability to understand regulations, evaluate compliance with them in the field, and explain the requirements to a broad spectrum of the public, small businesses, large corporations, and municipalities is required. Attention to detail and documentation of your work are critical to the success of the compliance section. 

 

A good candidate for this job would enjoy their work even when delivering unwelcome news and would have a strong ability to track details and follow through on correction of compliance issues. You will be expected to do so in a fair, consistent, and professional manner, whether in the field or in the office, or as is occasionally required, in court. 

 

This position is based in Montpelier and has the opportunity for telework with supervisor approval.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

 

OR

 

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

 

OR

 

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
