The Financial Administrator I is responsible for the day to day accounts payable work and the maintenance, review and reconciliation of those financial records. This includes processing payment for contracted/granted services and other department expenses, utilizing cost distribution formulas. The person in this position also analyzes and distributes multi-program costs to appropriate funds. The Financial Administrator also:  

-Performs cost analysis, prepares financial statements, summaries and reports for review
-Inputs, tracks and reconciles data in state and department systems of record.
-Prepares journal vouchers for the transfer of funds
-Maintains internal control systems
-Maintains fiscal records and filing systems
-May serve as the liaison with federal agencies, other state departments, or other partners.
-Cross trains on other fiscal duties in order to fill in for other unit staff when they are out of the office.
  
This position is expected to work full-time, in person at the Central Office in Montpelier. Hybrid work is a possibility.

Environmental Factors

Work is performed in a standard office setting.

Minimum Qualifications

High School diploma or equivalent AND three (3) years or more of accounting experience maintaining, reviewing and analyzing financial data and records.

OR

Associate's degree in accounting, business/office administration AND two (2) years or more of accounting experience maintaining, reviewing and analyzing financial data and records.

OR

Bachelor's degree in accounting, business/office administration.

OR

One (1) year or more of experience as a Financial Specialist III with the State of Vermont.

NOTE: All levels of required accounting experience, unless otherwise noted, must have been performed to ensure compliance with GAAP (Generally Accepted Accounting Principles) and standards.

Preferred Qualifications

-Knowledge of accounting principles and practices.
-Working knowledge of cost allocation practices and procedures.
-Working knowledge of administrative practices.
-Working knowledge of computerized financial management information systems.
-Awareness of computer applications to programs management and grant administration.
-Ability to make mathematical computations with speed and accuracy.
-Ability to analyze, interpret and evaluate accounting problems
-Ability to develop checkpoints to maintain over-all integrity of the financial system.
-Ability to interpret and apply rules and regulations of considerable complexity.
-Ability to communicate effectively orally and in writing.
-Ability to establish and maintain effective working relationships.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
