Overview
The Financial Administrator I provides day-to-day financial and accounting support for Vermont Correctional Industries (VCI) and Risk Intervention Services (RIS) within the Department of Corrections' Central Business Office. The ideal candidate brings hands-on experience in accounts payable, accounts receivable, and payroll, thrives in a fast-paced and highly detailed, team-oriented environment, and is committed to accuracy, timeliness, and excellent customer service for internal partners and vendors.
Key Responsibilities
- AP/AR: Process vendor invoices/credits/payments; reconcile statements; issue customer invoices; manage aging and collections; maintain compliant vendor/customer records.
- Payroll: Review/validate time entry for incarcerated individuals, process payroll, adjustments, and coordinate with the Program Coordinator to resolve issues and ensure timely, accurate pay.
- General Ledger: Prepare/post journal entries; perform account reconciliations and variance analysis; maintain audit-ready documentation.
- Systems & Reporting: Use QuickBooks; process/verify contract payments in VT Buys RIS (Risk Intervention Services); process BGS (Building and General Services) and ADS (Agency of Digital Services) payments; handle TSFs and ONLs; ensure data integrity and produce routine/ad hoc reports.
- Assist with assets and year-end inventory reporting.
- Contracts/Procurement: Review contract terms, match invoices/receipts, verify approvals, and coordinate deliverable validation with program staff.
- Compliance & Service: Adhere to State financial policies and internal controls; support audits with organized documentation; provide responsive support to staff, vendors, and partners.

Minimum QualificationsHigh School diploma or equivalent AND three (3) years or more of accounting experience maintaining, reviewing and analyzing financial data and records.
OR
Associate's degree in accounting, business/office administration AND two (2) years or more of accounting experience maintaining, reviewing and analyzing financial data and records.
OR
Bachelor's degree in accounting, business/office administration.
OR
One (1) year or more of experience as a Financial Specialist III with the State of Vermont.
