Overview

Supervisory, administrative and technical work in a  district office for Family Services involving the oversight of the district's recruitment, retention, and training of care providers for children and youth in the Department's care/custody. Duties involve staff supervision, training, and support, ensuring the adherence of polices and regulations, and the implementation of the Department's Diligent Recruitment Process.  Assesses district office need for foster care placement and respite resources. Recruits foster parents in response to local needs. Works with the Family Services Worker to ensure relatives and natural supports are identified, assessed and appropriately supported as placement resources for children and youth. Partners with the FSW to ensure the larger family network is engaged in the ongoing support of the placement.  Ensures all foster care applications are completed as required and forwarded timely to RLSI if appropriate. Ensures tracking and completion of foster care orientation and foundation trainings. Ensures foster parents and respite providers have all necessary information available to assist in safe placement decision making.  Ensures foster parents are supported to engage with the division to support case planning; reunification when appropriate and permanency planning. This includes participating in Initial Caregiver Meetings; Shared Parenting Meetings etc. Encourages lifelong connections for children and youth, promotes and preserves family and community connections.  Ensures foster families respect the cultural, ethnic and spiritual values of the families we serve.  Ensures all foster home and foster parent records are in compliance with required policies. In collaboration with the Director, identifies and engages the community to address the needs of the district.  May serve on community boards. Maintains a community resource file for the office. Follows the Diligent Recruitment (DR) process for recruiting, retaining, and supporting kin and foster families.  Ensures that RC's track all the data related to inquiries, participate on the DR team, and implement any activity that are deemed appropriate.  Report out on their DR activities at the statewide RC meeting. Diligent Recruitment tasks include, but are not limited to: Taking district specific data and create activities to match the needs identified in the data. Foster/kinship Inquiry - track all data related to inquiry and provide to the state quarterly. Marketing and Outreach in areas: general recruitment, targeted recruitment, and child-specific recruitment. Use of a customer service model- skill on engaging with a diverse community that reflects the demographics of the children/youth that we serve.  Develop collaborations and partnership with local business and organization to support DR. Must be computer literate and able to operate multiple electronic devices. Able to use technology effectively to process foster parent expenses, track placements, maintain resource list and inquiries. May function as a member of the district office leadership team. May administer foster parent rewards and recognition funds, foster care expenses and foster care payments. May do data entry.  Duties performed in both field and office settings. Minimum Qualifications

Bachelor's degree AND one (1) year of human services work or community resource development.

OR

One (1) year or more of graduate credits in a Master's or Doctorate program related to social work, counseling, psychology, or public administration.

OR

Four (4) years of child welfare experience in the role of recruiting, training and retaining foster families.
