Overview
Bluewater Federal is looking for a Systems Programmer to support the Department of the Navy, Naval Sea Systems Command, The Naval Surface Warfare Center Dahlgren Division (NSWCDD).
Responsibilities
- Engineer, script, and automate enterprise systems and cloud/platform services in hybrid classified/unclassified environments—covering directory services, identity/access, configuration/patch orchestration, virtualization/containers, and CI/CD aligned with DevSecOps, Agile, and ITIL/DESMF practices; ensure compliance with DISA STIGs, RMF controls, and Zero Trust initiatives.
- Design, integrate, and automate deployment/management of AD/Azure AD, identity & access services, group policy, PKI/certificates, and directory synchronization in complex hybrid environments
- Engineer and operate patch/configuration management platforms (e.g., WSUS/MECM equivalents), including scripting for software/OS deployment, security updates, and compliance reporting
- Develop cloud automation/orchestration (IaaS/PaaS) and on‑prem “private cloud” scripts/tools for rapid provisioning, enforcing security baselines, and enabling self‑service for test/dev
- Support virtualization, containers, and VDI (e.g., VMware, Hyper‑V, Docker/containers) for server/desktop consolidation and performance tuning; manage virtual/cloud storage and backup integrations.
- Implement and validate DISA STIG baselines; produce/maintain STIG checklists and vulnerability scans; support A&A artifacts, RMF evidence, and cyber directives
- Contribute to Zero Trust and Comply‑to‑Connect adoption and provide posture analytics/reporting
- Participate in Change Enablement (CAB/CCB), Incident/Problem Management, request fulfillment, and knowledgebase contributions in Government ITSM tools
- Implement and monitor PKI/Enterprise Certificate Services, certificate renewals, and crypto compliance in line with DON/DoD policies.
- Provide Event/Performance Monitoring automation across AD, patching, storage, and hosted services; generate reports and After‑Action inputs as required.
Qualifications
- 4+ years of professional experience in relational databases and operating as a Database Administrator (DBA).
- Experience in relational Database Management Systems (DBMS) design, schema design, database hardware and software design, query languages, and performance tuning of database systems.
- Programming proficiency (e.g., Python, R, SQL, Java, Scala, C++, Tableau).
- Must have a Security+ certification
- Must have an active Secret clearance
- Hands‑on scripting in PowerShell, Python, Bash (or similar) for automation, configuration as code, and CI/CD pipelines consistent with DevSecOps practices
- Deep knowledge of Microsoft ecosystem (AD/Azure AD, Group Policy, MECM/WSUS equivalents), PKI/CA, and directory/identity patterns; experience with hybrid cloud (e.g., Azure, AWS GovCloud) service models.
- Familiarity with DISA STIGs, NIST SP 800‑53, DON/NAVSEA cyber policies, RMF documentation, and vulnerability remediation workflows.
- Practical understanding of ITIL® / DESMF for service delivery, CfM, release/deployment, and continual improvement; proficient with Government ITSM toolchains.
