Project Summary: 

Through the U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project, MSI is monitoring multiple areas of effort, including the continuity of the Ukrainian government; societal resilience; security and resilience; and accountability. MSI's monitoring, evaluation, and learning (MEL) experts, alongside local specialists in Kyiv, are providing a wide range of MEL and audit services including: establishing and operationalizing a performance monitoring framework; undertaking data quality assessments; evaluating USG foreign assistance delivery partners' program objectives, methods, and procedures; and creating monitoring and assessment tools to track existing and future supplemental funding

Position Summary:

The Team Leader will conduct the rapid civilian security evaluation in close collaboration with the MEASURE field office team in Kyiv, MSI home office team members and subject matter experts. The Team Leader will lead the evaluation team and contribute to reviewing document/literature, conducting high-level interviews, and analyzing data. The Team Leader will design the evaluation framework, draft the evaluation report and other evaluations deliverables. Data collection is expected to combine in person and remote methods, and travel to Ukraine is expected. The rapid evaluation is due to start in September, with a draft report to be submitted in December 2025.

Responsibilities:

·       Help design and execute the evaluation work plan and design.

·       Participate in the evaluation inception meeting with The Department of State (DoS) Office of the Coordinator of U.S. Assistance to Europe and Eurasia (EUR/ACE) and the Implementing Mechanisms (IMs).

·       Conduct a team planning workshop (TPW) with evaluation team members (remote) to review the approved evaluation design/ work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables.

·       Head the drafting of instruments for EUR/ACE review, with inputs from subject matter experts, including pre-testing and finalizing the instruments.

·       Support the evaluation manager to coordinate local evaluators and subject matter experts, including training them on instruments and reviewing notes of interviews and group discussions to ensure high-quality data.

·       Participate in data collection with other evaluation team members.

·       Facilitate weekly check-in calls with evaluation team members and the evaluation manager to share information and insights.

·       Serve as the lead author for drafting and finalizing the draft and final evaluation report, including responding to comments from EUR/ACE and IMs.

·       Manage presentation(s) to EUR/ACE regarding findings, conclusions, and recommendations from the evaluation. 

Qualifications: ·       A master's degree in a field such as economics, sociology, social science, or statistics required. ·       A minimum 10 years of experience monitoring and evaluating civilian programming is required. ·       Experience with Bureau of International Security and Nonproliferation (ISN), Bureau of International Narcotics and Law Enforcement Affairs (INL) and/or Bureau of Political Military Affairs (PM) strongly preferred. ·       Experience leading mixed method evaluations required.   ·       Experience designing and managing large databases and developing visualizations, analyzing trends and patterns required. ·       Experience with do-no-harm participatory research required. ·       U.S. citizenship with Security Clearance is required. ·       Experience in Ukraine strongly preferred. ·       Strong organizational, analytical, writing and oral presentation skills required. ·       Oral and written proficiency in English is required. ·       Ukrainian language skills strongly preferred.
