Project Summary: 

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs in meeting USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

MSI is seeking a Data Analysis and Management Specialist (DAMS) to support the MEASURE project in Kyiv. This full-time position is responsible for managing internal datasets, analyzing quantitative and qualitative data, and producing timely, concise reports and visualizations in English. The DAMS will also support dashboard development, ensure data quality, and contribute to tool design and data collection strategies across project activities.

 

Responsibilities:

Data Processing and Integration

  • Receive and process datasets, ensuring accuracy, completeness, and consistency.
  • Integrate data from multiple sources into MEASURE's internal databases, ensuring all relevant information is accurately captured.
  • Clean, validate, and format data to prepare it for analysis and external reporting.

Data Management and Quality Assurance

  • Maintain and regularly update MEASURE's internal datasets and databases, ensuring data consistency and proper version control.
  • Create and maintain metadata documentation, including data definitions, formats, and applied transformations.
  • Review datasets for completeness and accuracy before exporting to external systems; identify and correct discrepancies.
  • Conduct quality assurance of data collected by third parties, ensuring robustness, completeness, and compliance with project standards.

Analysis and Visualization

  • Analyze quantitative and qualitative data using tools such as Excel, SPSS, STATA, or R.
  • Identify and interpret trends from complex datasets and translate findings into clear, compelling visual outputs.
  • Develop high-quality visualizations (e.g., charts, graphs, summary tables) and build interactive dashboards using Tableau.
  • Maintain and update Tableau dashboards to ensure timely and accurate reflection of project data.

Strategic and Technical Support

  • Identify gaps or limitations in current data collection approaches and recommend practical improvements.
  • Support the development of data collection tools (surveys, templates, etc.) in coordination with technical staff, partners, and stakeholders.
  • Provide ongoing analytical support to MEASURE's M&E specialists and contribute to data-driven decision-making across the project.

Other Duties

  • Perform additional tasks as assigned by the line manager to support project objectives.

 

Qualifications:

  • Master's degree in economics, sociology, statistics, social sciences, or a related field is required.
  • Minimum of 5 years of experience in data analysis, is required.
  • Experience with monitoring and evaluation (M&E) projects or activities.
  • Experience designing and managing large databases and analyzing trends and patterns.
  • Strong analytical skills and ability to organize, interpret, and present large volumes of data.
  • Proficiency in analytical software (e.g., Excel, SPSS, STATA, R) and data visualization tools (e.g., Tableau, Power BI, SQL).
  • Fluency in English and Ukrainian (spoken and written) is required.
