The opportunity

  • Support the Ministry of Education & Training (MoET) to plan and implement its reform agenda
  • Strategic and highly specialised role, based in Port Vila, Vanuatu with provincial travel
  • Full-time contract for 12 months with possibility of extension

Key responsibilities

  • Working closely with MoET M&E personnel and relevant Provincial Education Officers, with support from the VAESP implementation team, to lead key research and evaluation activities including but not limited to:
    • A positive deviance study to identify factors in high performing schools and inform future education reform efforts.
    • A situational analysis of the Ministry's monitoring and performance systems leading to recommendations for enhanced performance systems, and coordinated efforts amongst donors and education sector partners.
  • Support the MoET Policy and Planning Directorate in the planning and roll-out of the Corporate Plan baseline collection process.
  • Overall, provide education reform specialist advice, based on evidence-based best practice to MoET, DFAT, and the VAESP leadership team.

Selection criteria

  • A relevant post-graduate qualification in education. 
  • Proven experience in supporting government to strengthen systems for education system reform.
  • Deep knowledge of current research in key aspects of education reform for improved student learning outcomes.
  • Excellent cross-cultural communication skills, ideally with proven expertise working in the Pacific or resource-constrained environments.
