Project Summary:  
The U.S. State Department-funded Monitoring, Evaluation and Audit Services for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all U.S. Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support USG partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary: 
The Sectoral Subject Matter Expert (SME) on Investigative Media will collaborate closely with Monitoring and Evaluation (M&E) Specialists to provide expert guidance and enhance MEASURE's capacities related to the field monitoring of USG support for media investigations of local governance, war crimes, corruption, and other human rights topics. The SME will support the design, planning, and conduct of Field Monitoring Visits (FMVs), along with the analysis and reporting of data following the visit.

Responsibilities:

•    Offer subject matter expertise on journalistic investigations on topics related to human rights violations and local governance accountability. 
•    Contribute to the design, planning, and execution of field monitoring exercises related to media investigations of local governance, war crimes, corruption, and other major human rights violations topics. 
•    Design and/or review data collection instruments, including questionnaires for different target groups.
•    Conduct primary data collection at partner assistance sites, ensuring partner interventions are performed as designed and data collection approaches are implemented with sufficient rigor.
•    Conduct and support data analysis, synthesizing research findings into comprehensive reports.
•    Provide critical input during the development and review of FMV reports.
•    Collaborate closely with team members to ensure the successful implementation of FMV and related activities, integrating local context and sector-specific knowledge.
 

Qualifications:
•    A master's degree (or equivalent) in a relevant academic field is required.
•    Minimum 3 years of experience in the relevant field is required. 
•    Experience working in media or CSOs related to investigative multimedia production (long-form investigations, documentary reporting, multimedia storytelling) is required.
•    Understanding of the editorial and ethical standards of investigative processes (source verification, chain of custody for evidence, fact checking, legal review) for multimedia stories and documentary reports on war crimes, corruption, and local governance is required.
•    Understanding of the local context related to the local governance structures, accountability and citizen engagement in such processes is requested.
•    Understanding of the local context related to war crimes, and protection of human rights and freedoms is required.
•    Proficiency in report writing and Microsoft Office applications is required.
•    Ability to travel within Ukraine is required.
•    Strong proficiency in written and spoken English and Ukrainian is required.
