Responsibilities:

Supports on-site leads for Air Quality and Multi-media environmental compliance programs through the collection, analysis, and reporting of collected data for the following environmental program areas:
Air Quality, Water Quality, Solid Waste, RCRA sampling, hazardous materials, Petroleum, Oil, Lubricants/Tanks programs.

Responsibilities:  

•    Supports the Senior/Lead Air Quality Specialist and on-site technical leads through the collection, analyzing, and development of reports in support of environmental programs for federal, state, and local clients. 
•    Support Department of Defense Environmental Programs such as environmental water quality, air quality, hazardous materials, hazardous waste, solid waste, toxics, and planning (e.g., EPCRA Reports, Hazardous Waste Management Plans, Solid Waste Management Plans, etc.).
•    Conduct soil, water, and air sampling to validate the presence or absence of contaminants. To include Quarterly Sampling reports for Wastewater and solid waste programs and Sampling/analysis/report development for RCRA and NPDES permit requirements.
•    Support Department of Defense and other agencies' Air Quality Program by developing Air Emissions Inventories, assisting with Title V compliance reviews, supporting permitting actions, completing annual inspections, conducting Method 9 opacity observations and other tasks as requested.
•    Performs technical writing for review/approval by senior level personnel.
•    Perform EESOH-MIS VOC content reviews, supports landfill sampling and reporting.
•    Supports AQ Records management through APIMS data entry.
•    Supports senior staff regarding client interaction and presentation of options and results.  
•    Technical report writing, data analysis and client interaction are regular requirements associated with this position.  Periodically there are requirements to present project findings to a client and relevant stakeholders.
•    Conduct activities in line with internal procedures, legislation, and industry standards.
•    Pursue continuous professional development and maintain a high degree of discipline, knowledge, and awareness.
•    Work in a safe manner at all times and report all health and safety incidents and concerns.
•    Additional duties as required.

Education & Experience:  

•    Bachelor's Degree in Environmental Science, Environmental Engineering or related field
•    0-3 years' experience required.
•    Obtain a flight line driver's license.
Experience Required:
•    Ability to work well in a team environment.
•    When tasked with work, executing the work independently and within the prescribed timeframe. Ability to multitask and support multiple projects needs effectively and efficiently. 
•    Ability to interface and interact with the client in a professional manner and represent Tetra Tech.
•    Working knowledge of CERCLA, EPCRA, RCRA, 40 CFR 112, Title V permitting, CAA, CWA, including permitting and emission inventories.
•    Knowledge of federal, state, and local regulations related to environmental issues in the state of California.
Experience Preferred:
•    Permit application assembly and emission inventory development. 
•    Current or previous Common Access Card Holder Preferred. 
•    Knowledge of the Air Force data management systems such as Air Program Information Management System preferred, STAR, EESOH-MIS, WET, and eDASH.
•    Knowledge of the United States Air Force or other DoD organizations preferred.
•    Familiar with ISO 14001.
•    Sampling and analysis, report writing, and database management.

Skills Required:
•    Must be able to obtain and maintain CARB Method 9 Certification.
•    Must be able to obtain and maintain a flight line driver's license.
•    Excellent communications, technical report writing, fact and research finding. 
•    Sampling, field work, using measuring instruments, data analyses and reporting. 
•    Computer skills, MS Excel, Word, ACCESS, adobe.
•    Must be able to obtain government security clearance and Common Access Card (CAC).

This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.
 

Background Check (if applicable): If this position requires a CAC card, CUI Enclave Access and/or a Security Clearance, a background check will be completed.

Personnel will be required to move/transport up to 30 pounds at a minimum. Personnel will be required to perform on-site sampling of water, soil, air, and mixed media.  Personnel are required to obtain access to the installation.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.  

The work site for this opportunity is at Edwards AFB, CA.  Personnel will be required to work in varied weather conditions in the performance of this function.  Typical temperatures throughout the year vary from 31°F to 100°F and are rarely below 21°F or above 106°F.  

Language & Communication Skills: Personnel must be fluent in the English language, written and oral communications. Excellent technical report writing, fact and research finding.
