Proposal Summary:
MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.
Position Summary:
The Lead – Physical Monitoring will be responsible for the oversight and quality of all physical monitoring efforts across TPM assignments, including field site visits, infrastructure assessments, and compliance with implementation requirements. The position will lead the design and execution of physical data collection methodologies, manage field teams, and ensure that outputs meet technical and quality standards set by the World Bank and MSI. The role will involve travel to FCV settings as needed to oversee field activities and ensure effective implementation.
Responsibilities:
- Design and lead physical monitoring activities in accordance with task order requirements.
- Supervise field data collection related to infrastructure, goods, services, and beneficiary engagement.
- Ensure quality assurance protocols are implemented across field teams and locations.
- Develop data collection tools, checklists, and methodologies for physical monitoring tasks.
- Coordinate with engineering, environmental, and social safeguards experts as needed.
- Train and mentor monitoring staff and field supervisors in rigorous physical monitoring practices.
- Review and analyze physical monitoring data to inform reporting and stakeholder decisions.
- Ensure adherence to safety and security protocols for staff conducting field visits.
- Contribute to reporting deliverables with analysis and visualizations of physical monitoring results.
Qualifications:
- Master's degree in engineering, public works, international development, or related technical field.
- At least 10 years of relevant experience, including 5 years in field-based monitoring or infrastructure oversight in FCV contexts.
- Expertise in monitoring infrastructure quality, physical progress, and compliance with donor-funded project standards.
- Experience designing physical monitoring protocols and supervising field staff in challenging environments.
- Familiarity with World Bank or other donor environmental and social safeguards policies.
- Strong analytical and reporting skills, including the ability to interpret and present complex field data.
- Experience with digital data collection platforms and tools for physical inspections.
- Ability to travel to FCV countries as needed.
- Fluency in English required; proficiency in additional languages preferred.
