The opportunity:

Australian Infrastructure Financing Facility for the Pacific (AIFFP) PPL: AIFFP is in the process of preparing, approving, and implementing a significant pipeline of projects to support the PNG power sector. The pipeline includes the 5 projects listed below totalling up to US$252 million. The AIFFP Support Unit, managed by Tetra Tech provides client-side project management services.

Implementation of these projects will be the responsibility of PNG Power Ltd (PPL). Each project will have a project management unit (PMU) set up within PPL to manage implementation. The PMUs will include consulting support (Construction Supervision Consultants (CSCs) funded through the project financing. The PMU will be required to follow AIFFP specified processes for both the procurement of the CSCs and the main works and goods packages.

Key responsibilities:

  • Lead the preparation, management, and updating of work programs across all project packages in collaboration with PMU, CSC, and contractors.
  • Maintain strong relationships with national sector stakeholders to support project implementation.
  • Coordinate technical efforts with PMUs and ensure compliance with project requirements across goods, works, and consulting packages.
  • Oversee implementation and compliance with project policies, lead field trips to assess progress, and review project documentation.
  • Manage project reporting, including financial projections, contract updates, and monitoring indicators, ensuring accuracy and timely submission.
  • Provide team leadership, conduct stakeholder coordination meetings, and manage project drawdown notices and financial processes.

Selection criteria:

  • A relevant tertiary qualification, preferably from an Engineering and Construction background or related discipline, with recent experience in project management, design, documentation, construction supervision and contract administration.
  • 8–10 years of proven project management experience, including executive-level roles in the power or infrastructure sector, ideally within the Pacific region.
  • Strong background in managing projects through the full lifecycle, including design, supervision, and working with consultants and subcontractors.
  • Excellent understanding of project processes, reporting requirements, and design documentation standards.
  • Proficiency in Microsoft Office and project tools (Outlook, Word, Excel, PowerPoint, MS Project); strong analytical and problem-solving skills.
  • Effective communicator and team leader with high integrity, adaptability, and willingness to travel for short periods.
