Proposal Summary:
The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The contract requires personnel with TS/SCI security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.
Position Summary:
The Senior Advisor will provide high-level strategic guidance to the IWC Director, supporting engagements and outreach efforts. They will act as a key liaison between IWC leadership and senior officials within the U.S. government, allied nations, and interagency partners. The role will focus on shaping policy discussions, influencing strategic decisions, and ensuring IWC initiatives align with broader national security objectives. Additionally, the Senior Advisor will contribute to the development of IWC programs, research efforts, and educational content to enhance irregular warfare knowledge and capabilities. Please note this position is part-time.
- Responsibilities:
- Serve as a senior executive advisor to the IWC Director, providing expert counsel on policy and strategy.
- Engage with senior government, allied, and partner nation officials to develop relationships and advance IWC initiatives.
- Represent IWC at high-level events, serving as a panelist, guest speaker, or senior representative.
- Support strategy development and execution, conducting detailed reviews and planning exercises.
- Support the Program Manager in ensuring completion of program deliverables
- Facilitate discussions and strategic partnerships across interagency and international stakeholders.
- Contribute to the development of research initiatives, policy recommendations, and training programs that support IWC's mission.
- Provide senior-level oversight on irregular warfare curriculum and engagement efforts.
Qualifications:
- Bachelor's degree and master's degree in National Security, International Relations, or Business (or 12 years of relevant experience in lieu of master's degree).
- Experience advising senior government officials and working within DoD and interagency environments.
- One (1) year experience in at least two (2) of the following areas: Personnel Management, Administration, Logistics, Planning and Management, Program Management, Protocol, Public Affairs or Political Military Affairs.
- Demonstrated knowledge on Irregular Warfare, Gray zone activities, functional understanding of the policy process and Washington D.C. diplomatic and military organizations and culture, and the ability to interact with senior foreign representatives.
- Must possess a Top-Secret Clearance.
