Project Summary:

The USAID/Somalia Monitoring Learning Project-2 (SMLP-2) uses a third-party monitoring (TPM) system to collect data that verifies partner reported outputs and selected outcomes, and to deduce lessons learned from humanitarian programs in Somalia funded by USAID/Bureau for Humanitarian Assistance (BHA)/Somalia. The overall goal of SMLP-2 is to increase BHA/Somalia's access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Somalia. This increased access to data will allow BHA/Somalia to make more evidence-based program design, implementation, and strategy decisions.

Position Summary:

The Senior Analyst will work as part of the SMLP-2 monitoring team to assist with the analysis and reporting process for third-party monitoring activities for the USAID/BHA projects in Somalia. The Senior Analyst will report directly to the Senior Monitoring Advisor. Working closely with the Analysis team and other relevant team members, the Senior Analyst will help clean code and evaluate third-party monitoring and secondary data and contribute to the drafting of third-monitoring reports and other written deliverables.

 

Responsibilities:

  • Support the development and refinement of data collection tools, processing systems, coding protocols, and evaluation plans.
  • Design training materials for monitoring teams and the SMLP-2 reporting team.
  • Participate in monitoring and analysis skills and systems training for both monitoring teams and other SMLP-2 team members.
  • Coordinate with local partners to ensure the uptake of data processes during design and initial implementation phases.
  • Transfer raw monitoring data onto the analysis system for cleaning and quality assurance checks, with a focus on 70% qualitative and 30% quantitative data.
  • Review and conduct quality assurance checks of third-party monitoring data, primarily qualitative (estimated at 70%).
  • Code and evaluate third-party monitoring data, primarily qualitative (estimated at 70%).
  • Manage coding and analysis of qualitative secondary data, including IP periodic and evaluation reports, Somalia situation reports, and other external publications for integration with SMLP-2 primary data.
  • Draft and finalize Site Visit Reports and assigned sections of monitoring reports and other deliverables.
  • Conduct quality assurance checks of reports, incorporating implementing partner and USAID/BHA feedback.

 

Qualifications:

  • Master's degree is required, preferably with practical research experience.
  • Minimum five years of experience in qualitative research and/or monitoring, evaluation, and learning in Somalia is required.
  • Minimum five years of experience with qualitative data analysis software such as NVivo or ATLAS.ti is required.
  • Minimum five years of experience with quantitative data analysis software such as Stata or SPSS is preferred.
  • Experience with data collection software such as Kobo Toolbox or SurveyCTO is highly desirable.
  • Familiarity with BHA programs and knowledge of IP activities in Somalia is highly desirable.
  • Ability to implement and lead remote third-party management methodologies is highly desirable.
  • Strong oral and written communication, analytical, interpersonal, and team management skills is required.
  • Proficiency with Microsoft Excel and PowerBI is required.
  • Proficiency in oral and written English is required.
