Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. USAID/Mozambique is undertaking a listening tour to better understand the needs of youth throughout Mozambique as part of Local Works, an initiative that focuses on engaging Mozambican organizations, communities, and other entities, to better understand the root causes of a development problem. The Listening Tour will be conducted to better understand adverse childhood experiences (ACE) and how USAID can develop interventions to prevent and mitigate the effects of ACEs. The Tour will include youth, parents, community members and service providers in three provinces (Nampula, Sofala and Maputo) on the following topics: understanding what is perceived to be abuse/neglect of children, understanding how children and families react to adverse childhood experiences, understanding what community resources exist to support children and their families after an adverse experience and understand the utility of the services.

Position Summary:

The Senior Mental Health Advisor will support the Lead Consultant and advise on the Listening Tour methodology, particularly helping USAID in identifying the learning questions, development of the facilitation guides, supporting the enumerator trainings. The Advisor will also advise on the interpretation of the results. The Advisor will actively engage in the co-creation of the recommendations with USAID and advising on the final report. This is a short-term position, with an estimate of 27 days level of effort during the period of June to December 2024.

 

Responsibilities:

  • Conduct desk review of documents related to children in adversity such as orphans and vulnerable children (OVCs), youth engagement, trauma-informed care, mental health, and other related areas.
  • Develop Listening Tour Facilitation Guides.
  • Participate in meetings with USAID and with the Lead Researcher to develop the technical design.
  • Give inputs into the technical design including how to engage participants, how to conduct the listening sessions with a do no harm approach and other advice related to the technical design.
  • Give inputs to network analysis of the local organizations working with youth.
  • Develop training materials for sessions for Enumerators during enumerator training.
  • Participate in at least two of the provincial enumerator trainings.
  • Support in the interpretation of results and participate in co-creation sessions with USAID and the Youth Advisory Board to develop the recommendations.
  • Give inputs to the preliminary findings presentation and co-present the findings.
  • Give inputs to the final report.

 

Qualifications:

  • Minimum of master's degree in a psychology is required. PhD degree is preferred.
  • Minimum 10 years of experience in the field of mental health, specifically with trauma-informed care is required.
  • Minimum three years of experience undertaking research, conducting key informant interviews, focus groups, community needs assessments and/or listening tours is preferred.
  • Familiarity with Mozambican organizations that work with children in adversity such as OVCs, youth in all their diversity including those with disabilities, women, and LGBTQ, trauma-informed care, mental health, and related areas is required. 
  • Fluency in Portuguese and English required. Proficiency in one or more local languages, including Ronga, Changana, Sena, Ndau, Makhuwa, and others, is preferred.
