Proposal Summary: 

The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The contract requires personnel with TS/SCI security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.

 

Position Summary:

The Special Project Officer I will provide comprehensive operational support services for the Department of Defense's Irregular Warfare (IW) Program, focusing on the development and execution of IW activities. Responsibilities include managing project teams, planning and leading projects from inception to deployment, coordinating resources, analyzing project status, and maintaining stakeholder relationships, while also facilitating partnerships with the National Guard and other government entities for IW engagements and exercises. Additionally, the contractor will develop strategic frameworks for stabilization, integrate these frameworks into military doctrine, prepare educational materials, and create case studies to enhance understanding and implementation of IW concepts and operations.

 

Responsibilities:

  •  Manage and oversee the development, coordination, and execution of IW activities.
  • Develop, plan, and lead projects from requirements definition phase through to deployment, including the identification of project schedules, scopes, budget estimations, and implementation plans, while incorporating risk mitigation strategies.
  •  Regularly analyze project status and performance metrics, providing timely recommendations for adjustments to scope, schedule, or budget as necessary to meet project requirements and objectives.
  •  Establish and maintain strong relationships with relevant client stakeholders, serving as the primary point of contact for day-to-day updates on project status, changes, and any emerging issues.
  • Develop, staff, integrate, and execute Air, Land, Sea-based, and Information Operations IW strategic engagements within the U.S. Government and academic institutions.
  • Assist in the development of IW evaluation and validation programs that support national resistance design, strategy, and operations, particularly in denied environments, with a focus on the West Virginia National Guard's Ridge Runner Exercise.
  • Collaborate with Allied and partner nations to coordinate and plan activities aimed at validating national resistance concepts and IW operations during the Ridge Runner Exercise, ensuring effective integration of all participating entities.
  • Provide academic instruction and training for U.S., Allied, and partner participants at the Ridge Runner Exercise, ensuring that the curriculum is relevant, comprehensive, and aligned with current IW strategies and practices.
  • Develop and implement processes to test and evaluate government-approved new technologies within established State-level training and exercise programs, including but not limited to the Ridge Runner Exercise and Texas' Special Operations Forces - Training and Experiment Center (SOF-TEC) program.
  • Support the establishment and maintenance of partnerships with appropriate State and government agencies to enhance the education, training, and evaluation of U.S., Allied, and Partner nation forces in alignment with IWC NDAA-directed Lines of Effort (LOEs) and the IW curriculum.
  • Integrate new technologies into IW lessons learned repositories and link them to the IWC's Joint Lessons Learned portal.
  • Develop a strategic framework for stabilization, building on PKSOI's 2022 DSS Guide and the 2024 Operational Framework for Stabilization, suitable for submission to the Irregular Warfare Executive Steering Committee/Working Group.
  •  Provide presentations to stabilization stakeholders across the DoD and interagency to build consensus on proposed stabilization frameworks.
  • Integrate stabilization frameworks into Joint and Army doctrine.
  • Prepare course materials detailing stabilization frameworks for training and leader education, both virtually and in person.
  •  Develop case studies that highlight stabilization frameworks across the spectrum of competition, crisis, conflict, and a return to competition/cooperation.
  • Create best-of-breed examples and annexes for civil-military operations and interagency coordination for operations and contingency plans.
  • Perform other work related to stabilization frameworks as directed by the U.S. Government.

Qualifications:

  • Bachelor's degree in a relevant field such as International Relations, Security Studies, Project Management, or a related discipline; a Master's degree is preferred.
  • Minimum of 5 years of experience in project management, program support, or operational roles within the Department of Defense or related government agencies.
  • Familiarity with military operations and experience in irregular warfare concepts, doctrine, and operations.
  • Proven ability to manage and oversee complex projects and provide program operation support, including schedules, scopes, budget estimations, and implementation plans.
  • Strong research and analytical skills.
  • Excellent communication and interpersonal skills to establish and maintain relationships with stakeholders at various levels.
  • Demonstrated ability to coordinate internal and external resources effectively to meet project objectives.
  • Proficiency in project management tools.
  • Knowledge of government-approved technologies and their application in training and exercise programs.
  • Familiarity with lessons learned repositories and data integration practices.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities in a fast-paced environment.
  • Willingness to travel as needed to support IW activities and engagements.
  •  Eligible for TS/SCI security clearance.
