Department Summary:

The UC Agriculture and Natural Resources (UC ANR) Financial Services Unit within the Office of the Controller is the principal organizational unit for providing leadership and technical expertise in the development, management, analysis, reporting and coordination of UC ANR financial services. The Financial Services Unit is responsible for ensuring that the UC ANR's financial affairs and those of the regional, county and special program offices are conducted in accordance with University business and finance regulations and funding agency constraints.

 

Position Summary:

Key role responsibility to oversee financial operations within the organization. Reporting directly to the Director of Financial Services, the Associate Director manages financial planning, budgeting, reporting, and analysis activities. This position collaborates with various departments to ensure financial goals align with organizational objectives and regulatory requirements. Additionally, the Associate Director provides strategic guidance on financial decisions and risk assessments, and implements controls to optimize financial performance. This role requires strong leadership skills, financial acumen, and the ability to communicate effectively across all levels of the organization.

 

Reporting directly to the Director of Financial Services, the Associate Director:

  • Provides management, oversight, and direction to unit staff on the day-to-day activities involved in providing accurate and timely financial data and quality service to the ANR community, Office of the President, and external entities to support the mission of the University of California.
  • Receives assignments in the form of objectives with goals and the process by which to meet goals.
  • Provides direction to employees according to established policies and management guidance. 
  • Works on issues where analysis of situation or data requires review of relevant factors.
  • Exercises judgment within defined procedures and policies to determine appropriate action.
  • Administers policies that directly affect subordinate staff.
  • Recommends changes to department policies and practices.
  • Identifies risks and responds accordingly.
  • Sets priorities and provides workflow analysis.

 

This position reports directly to the Oakland office location. Our current policy supports a hybrid work model, which may require occasional travel to our Davis location.

 

This position is a career appointment that is 100% fixed.

 

The home department for this position is Financial Services. While this position normally is based at 1111 Franklin Street, Oakland, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

 

Pay Scale: $85,800/year to $122,000/year

ANR Financial Services Office Oversight

Working directly with the Director of Financial Services, the Associate Director is responsible for:

Developing, maintaining and providing complex analytical financial support for ANR Financial Services processes that ensure the proper accounting and reporting of ANR Divisionwide expenditures and projects including compliance with UC, State, and Federal regulations, and interacting directly with department heads and senior management. Representing ANR Financial Services on various committees and workgroups as required. Acting on behalf of the ANR Director of Financial Services when not available. This includes making recommendations and decisions as Acting Director of Financial Services when the Director is not available for consultation.

Accounting, Financial Analysis and Reporting

Assist the Director in the implementation of new accounting systems (e.g. Aggie Enterprise). Monitor ANR accounts and financial transactions and balances, identify issues and take appropriate actions and/or make necessary recommendations. ANR funds consist of State and Federal appropriations, Federal, State, local government and private contracts and grants, gifts, endowments, and sales and services funds. Serve as the Financial Services liaison with ANR Development Office in setting up new endowments. Perform post-award administration on ANR Federal appropriations, monitor extramural funds transactions and balances to ensure compliance with Federal OMB Circular regulations and other agency restrictions. Coordinate the annual fiscal close process including coordination with UC campuses including UCLA, UCD, UCB and UCR, UCM and UCSC for transactions requiring financial review and approval of ANR central office. Serve as the Departmental Administrator/Coordinator for the UCPath Personnel System and Office of the President Business Resource Center (BRC). Monitor the financial and fiscal activity of ANR systemwide. Ensure the timely and accurate preparation of Federal, State, and other external financial reports, including directing the development of ANR financial management reports, reviewing the Federal AD-419 reports, the preparation of all financial information and disclosures for the annual Federal AREERA report. Prepare various financial-related reports and analysis including GAEL and STIP analysis. Oversee the preparation of divisionwide financial reports, reviewing the reports for accuracy. Assist the Director in responding to year-end fiscal and A-133 audit requests. Assist the Director in analyzing requirements and developing various management reports as required by management and other users. Assist and train Financial Services staff in the preparation of various reports. Ensure the accuracy of information generated by Financial Services staff. Review for accuracy ANR Financial management reports distributed to the internal ANR community and external sources.

Financial Policies, Procedures, and Systems Management & Training

Works closely with ANR management and staff in developing and maintaining ANR Financial policies and procedures. Must be knowledgeable in Generally Accepted Accounting Principles (GAAP), University Accounting Policies and Procedures, Business and Finance Bulletins, Federal and other agency regulations governing.

the financial affairs of the UC ANR. Must be knowledgeable in various campus administrative policies and procedures affecting ANR operations. The incumbent is expected to use this knowledge in developing ANR policies and procedures to ensure compliance with relevant regulations, policies and procedures. Responsible for providing training and assistance to the ANR community on University accounting and information systems, developing and presenting formal financial training sessions, and providing assistance and individual training on financial policies and procedures.

Supervisory and Guidance

Closely supervises and reviews the work of (1) Accountant 3. Acts as department approver on ANR systemwide financial transactions. Provides assistance and guidance to all ANR administrative staff to ensure accurate and timely processing of various financial transactions.

Requirements:

  • Bachelor's degree in related area and/or equivalent experience/training. 
  • Substantial experience providing leadership in a complex, diversified organization.
  • Financial acumen and knowledge of finance, accounting, business and systems operations, and regulatory compliance requirements. Must be knowledgeable in Generally Accepted Accounting Principles (GAAP).
  • Communication and interpersonal skills and ability to work effectively across the organization at all levels.
  • Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
  • Ability to effectively communicate verbally and in writing.
  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Client services oriented; good listening, critical thinking, and analytical skills.
  • Ability to multi-task.
  • Knowledge and understanding of internal control practices and their impact on protecting University resources.

 

Preferred Skills:

  • Accounting degree with at least 7 years of relevant experience with increasing levels of responsibility.
  • Knowledge of University accounting policies and procedures, business and finance bulletins, and Federal and other agency regulations governing the financial affairs of UC ANR.
  • Knowledgeable in various UC campus administrative policies and procedures affecting ANR operations. 

 

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
