Department Marketing Statement

The Sponsored Projects Office (SPO), as part of the Office of Research, is responsible for soliciting and accepting contracts and grants in support of the UC Santa Barbara (UCSB) research enterprise. SPO is responsible for the effective and timely review and submission of sponsored project proposals, and for preparing, interpreting, negotiating, and accepting agreements on behalf of UCSB. SPO coordinates closely with faculty, researchers, and research administration staff to secure and ensure proper stewardship of external funding and compliance with campus policies for research, instruction and public service activities. Additionally, SPO is responsible for non-accounting post-award contracts and grants administration, including issuing and negotiating subawards for collaborative research.

Brief Summary of Job Duties

Under the general direction of the Director of Sponsored Projects, responsible for a variety of complex operational, managerial and oversight functions in support of this central research administration. Duties involve activities associated with direct supervision and management of sponsored projects staff assigned to campus units; analyzing and interpreting federal, state and university policies and procedures; developing and disseminating research administration-related information to the campus; and oversight of specialized research administrative functions to achieve operational goals and objectives. 

Required Qualifications

  • Bachelor's Degree in a related area and/or equivalent experience / training.
  • 5+ years Relevant professional work experience in the field of research administration as an Authorized Organizational Representative at an institution of higher education or an equivalent combination of education and experience. Demonstrated technical experience working with a broad range of federal and non-federal sponsors with proven ability to interpret and communicate policy.
  • 3+ years Demonstrated experience in people management skills including supervisory, training and developing staff, serving as a mentor for professional staff and conducting reviews and performance evaluations.

Preferred Qualifications

  • 5+ years In-depth knowledge of University of California policies as they pertain to sponsored projects administration, including fiscal, procurement, property management, human and animal research regulations, and intellectual property. 
  • 3+ years Demonstrated experience in people management and supervisory skills for a large group (4+) of research administrators.

Job Functions and Percentages of Time:

  • 70 % Operations & Personal Management: Direct and manage priorities for day-to-day operations of the Sponsored Projects Office (SPO) staff with the goal of achieving the Office of Research's mission, vision, and values. Provide leadership for unit or group of SPO supervisors and independent contributors; oversee workload management of staff to achieve goals and objectives. Ensure proper balance of stewardship with customer service by protecting the interests of the university, faculty, staff and students while considering legitimate needs of funding sponsors. Assume primary responsibility for addressing and resolving award negotiations of SPO professional staff. Draft and negotiate highly complex contracts and other legal agreements and conduct comprehensive analyses of contracts proposed by extramural sponsor for compliance with UC policy. Works closely with Director of Sponsored Projects to implement new and changing policies and compliance regulations into SPO procedures and processes. Continually assesses the office's ability to maintain high- quality, value-added services in response to the expansion of research at UC Santa Barbara. Develops and implements new and creative approaches where necessary, to address workload volume or complexity. Annually or as needed, performs workload and productivity measurements to assess SPO professional staff workload. Works closely with Director of Sponsored Projects to assist with staff planning, recruitment, training and professional development, merit recommendations, and disciplinary action, for SPO professional staff. Directly responsible for performance reviews and merit recommendations for those directly supervised. Provides both initial and advanced on-the-job training, and development of SPO professional staff in all aspects of sponsored projects administration, including proposal review, award negotiation, costing policy, closeout, sub-awards, and the federal acquisition regulations. Develops, oversees and maintains internal and campus resources and training in sponsored projects administration. Develops and conducts specialized campus-wide meetings for the dissemination of policies and procedures related to sponsored projects administration. Continue developing Sponsored Projects services as a best-in-class, high- performing, customer-centric team that aligns with the goals and objectives of the university. Commitment to advancing the university goal of creating a facilitative and service-oriented environment for faculty research and sponsored programs while navigating an increasingly complex research administration and compliance environment.                                                                                                                                                                                                                          
  • 15% Policy Analysis: Assists the Director of Sponsored Projects with interpreting and applying federal, state and university regulatory compliance. Functions as a point of contact for policies and procedures related to sponsored projects and maintains communication with compliance committees to learn of new requirements. Make recommendations to the Director of Sponsored Projects for changes to campus policies, procedures and practices. Develop and implement internal SPO policies, procedures & practices. Also supports other units in developing best practices to provide excellent support and compliance.                                                                                                                                                                                       
  • 15% Authorized Official & Other Duties: Maintains expertise to solicit proposals and approve awards within the authority delegated by The Regents of the University of California. Proposals and awards may be of diverse scope where analysis requires thorough understanding of complex regulations and making sound decisions on complex issues. Assumes primary responsibility for negotiating unfunded research agreements, such as umbrella agreements, research MOUs, and CRADAs. Prepares special studies and reports as required and provides staff assistance to the Director of Sponsored Projects, the Assistant Vice Chancellor for Research, and the Vice Chancellor for Research. Serves as back-up to all Director of Sponsored Projects functions including representing Sponsored Projects in various federal, and national meetings. Maintains professional relationships with sponsor representatives. Assists the Director of Sponsored Projects with internal and external auditors conducting audits of extramural funded sponsored projects and related processes. Other duties as assigned.
