Primate Research Center (CNPRC) is an Organized Research Unit which conducts interdisciplinary research on significant human health related problems where non-human primate is the animal model of choice. In addition to its major efforts in research, the CNPRC is also committed to its missions of teaching and service.

 

Job Summary


Reporting to the unit supervisor, the Research Administrator (RA) provides pre and post-award complex analytical and financial support and is responsible for fiscal control and reporting for a wide variety of contracts and grants for assigned Principal Investigators (PIs) in support of research at CNPRC. Duties include but not limited to proposal processing, contract and grant administration, and budget development (includes pre-award proposal initiatives), subaward execution and invoice management, management of funds post-award, and closeout activities for federal, state, local and private sponsors. The incumbent will work with assigned PIs and is involved in activities associated with forecasting, planning, and managing of research portfolios by performing the following: coordinating and developing proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award/subcontract issuance and administration.


Work on complex proposals involving one or more of the following: multiple research units and academic departments; multiple institutions (subawards); institutional cost-sharing; institutional commitment proposals; responsive to award agency proposal requirements (RFP, RFA, PA); numerous integrated projects; program project applications, Laboratory Service Agreements (LSAs) and Contracts; variety of agencies and number of awarding entities; and unique reporting requirements; equipment acquisition or fabrication; performance milestones.

Conduct financial analysis and effort reporting and participate in the financial planning for a wide variety of federal, state, and private grants/contracts. Gather, manage, and analyze financial data from a variety of revenue and expense streams, including state and general funds, state, federal and private grants and contracts gifts, and other funding sources. Apply customer service and compliance expertise in UC policy and procedure for business processes, including financial and personnel as they relate to intramural and extramural funding. Perform short- to long-range financial planning and forecasting. Responsible for pre- and post-award management, budget preparation, analysis, and forecasting, and for control of complex budgets. Prepares financial reports to meet internal and external requirements. Analyzes data and reviews of a variety of factors and documents. Exercises judgment within accounting procedures and practices to identify appropriate action.

PHYSICAL DEMANDS

WORK ENVIRONMENT

  • This position is subject to Medical Surveillance procedures and review in accordance with Federal and State Laws and Regulations and University Policy. Vaccinations will be required based on center and campus policy and include (but are not limited to): MMR, COVID-19, and testing for active TB infection.
  • Restricted vacation during peak workload periods. Work irregular shifts, including weekends, holidays, and evenings.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Bachelor's degree in business, accounting, finance, public affairs, or a related a field, or an equivalent combination of education and experience.
  • 3+ years of demonstrated proposal and post award management, which includes 3+ years of complex financial analysis experience, including forecasting and strategic planning to analyze quantitative aspects of fiscal and budgetary issues and with compiling financial data and reports.
  • Experience in federal, state, and private grant pre and post award management.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
  • Thorough knowledge in OMB circulars such as Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines.
  • Thorough knowledge and demonstrated skill in understanding and interpreting current federal, state and University regulations relating to contracts and grants administration to include Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines (OMB Circular A-21, A110, A133 and generally accepted accounting standards, and records maintenance/retention standards).

 

PREFERRED QUALIFICATIONS

Preferred License/Certification:

  • Certified Research Administrator (CRA) or ability to obtain certification within a 12-month time period from date of appointment.

Preferred Education/Experience:             

  • Demonstrated experience to interpret policy for others and experience to provide professional level of mentoring and training development and oversee less experienced research administration analysts.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Knowledgeable about Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Skills to independently manage a significant volume of transactions.
  • Demonstrated proficiency with using computer information management systems, software, and utilizing financial reporting tools, queries, and pivot tables.
  • Demonstrated proficiency with grant management systems, such as Cayuse, eRA Commons, Grants.gov, and other institutional systems.
  • Excellent interpersonal skills with proven ability to work effectively with a diverse population in a university setting, including tact, diplomacy, and flexibility as well as the ability to work independently and/or in a team framework.
  • Ability to work in a fast-paced environment with overlapping deadlines and short lead times, maintain a high level of attention to detail, and ability to work with a high degree of accuracy and follow through.
