Existing Vacancy: Yes – we're currently hiring candidates for an existing vacancy in this position.   Job Summary:   The Clinical Manager provides leadership in advancing clinical excellence and client safety through evidence informed education and practice. In partnership with the Director of Practice and Clinical Education (& PQR team), the role ensures education programs for healthcare providers are aligned with organizational goals, regulatory expectations, and best practices. Accountabilities include the evaluation of health care providers, education programs, and systems wide priorities.   The position uses a dual-reporting model to ensure that high-quality patient care matches operational targets, safety rules, and continuous learning standards.    Key Responsibilities:

  • Oversees day-to-day operation and performance of employees and volunteers for multiple programs and locations in accordance with current regulatory guidelines, VON policies, procedures and standards and current strategic direction. 
  • Supports the implementation of provincial nursing strategies, including orientation, transition to independent practice for newly hired and newly graduated nurses, and mentorship programs.
  • Maintains knowledge of existing and emerging clinical technologies and tools to support evidence-based practice and care delivery.
  • Applies a working knowledge of the relevant collective agreements and application of local labour rules in daily decision-making activities. 
  • Provides clinical guidance, coaching and development to frontline staff working collaboratively with practice leaders and educators to strengthen clinical knowledge, technology, evidence informed practices and competencies that support quality service and effective care delivery. 
  • Supports the completion of performance development and learning plans for all staff.
  • Demonstrates competency to design, implement, monitor, and manage clinical education and other clinical initiatives.
  • Maintains competency in evidence-based nursing practice in home, clinic, and community care setting.
  • Develops critical inquiry and ability to gather data and utilize findings to identify and solve educational and practice-based problems.
  • Demonstrates professionalism including ethical, legal, and professional values as a basis for clinical education policies, procedures, and decision making.
  • Utilizes a variety of strategies to monitor and evaluate clinical education/initiatives, the curricula and mastery of health care provider learning.
  • Demonstrates skills of system management and leadership to create, maintain, and develop desired programs.
  • Provides leadership in advancing professional practice and continuous learning by supporting the Director Home and Community Care and Director of Practice and Clinical Education in strengthening evidence informed practice, fostering professional development, enhancing staff performance, and driving ongoing quality and practice improvement.
  • Develops, delivers, redesigns, and evaluates clinical education programs supporting service delivery across lines of business.
  • Demonstrates the ability to communicate effectively to promote collaboration and teamwork.
  • Develops education programs in collaboration with other Clinical Managers, Educators, and Practice, Quality & Client Safety (PQR) team to ensure a standardized approach.
  • Ensures required core competencies for regulated and unregulated staff are identified, developed and maintained.
  • Conducts need assessments to determine practice education requirements, develops programming to meet identified needs and sets priorities aligned with organizational goals and objectives.  
  • Observes, assesses and evaluates health care provider's performance virtually, in field and in classroom settings, in accordance with practice standards, VON policy, relevant legislation and college regulations, in unionized and non-unionized environments.
  • Supports health care providers in the development of individual learning plans and performance improvement strategies where gaps are identified.
  • Collaborates with organizational leaders (managers HCC, educators, PQR, etc.), co-leads the development and implementation of data-informed quality improvement activities to achieve performance targets (organizational/funder).
  • Supports organizational business and professional service delivery goals by working collaboratively with organizational leaders to ensure cost-effective nursing, home support and community support services.  
  • Fosters reflective learning and just culture for staff, students, and volunteers.
  • Collaborates regularly with VON Connect Clinical Educator and Champions during technology (e.g. Electronic Health Record) adoption.
  • Provides support during go-live, stabilization, and optimization of electronic health record and other clinical applications.
  • Documents and tracks health care provider clinical competencies in the organization's clinical information system.
  • Participates in the on-call rotation.
Common Responsibilities:

  • Promotes a safe and healthy workplace ensuring workplace conduct and activities are in accordance with the provincial Occupational Health and Safety Act and Regulations and compliant with the VON Safety Management System, including all Policies, Safe Work Practices and Procedures

  • Abides by all confidentiality and protection of personal information policies, regulations and practices and ensures appropriate safeguards are in place within their role
  • Works in collaboration with other staff in a team approach to service delivery
External and Internal Relationships:
  • Enhances partnerships among health care provider education and clinical practice areas.
  • Reports monthly to the Director HCC and/or Director of Practice and Clinical Education and collaborates regularly with Practice Quality and Client Safety (PQR) team.
  • Works cross functionally with corporate services to maximize front line care delivery.
  • Contributes regularly in National Practice Leader Council.  
  • As assigned by the Director HCC and/or Director of Practice and Clinical Education partners with stakeholders including Client Organizations - Public/Private Sector organizations, government bodies and/or regulatory authorities; community health, social and service agencies; and post-secondary educational institutions etc. 
  • Develops alliances externally in the community to ensure currency, and relevancy of clinical education programs and initiatives.
  • May participate in local, regional or national team committees as required including Joint Occupational Health and Safety, Accreditation, Recruitment and Retention.  
Education, Designations and Experience:
  • Bachelor's degree in Nursing (BScN, BN) is required.
  • Minimum 5 years of recent, relevant nursing experience in acute care and/or home and community care.
  • Current registration in good standing with the provincial nursing regulatory body.
  • Computer literacy in electronic health records, learning management system, and other clinical technology e.g. Ultrasound Guided IV, SMART Pump technology, etc.
  • Master's degree in Nursing is preferred.
  • Adult education certificate/diploma or Masters in Adult Education is preferred.
  • Experience in leading clinical education utilizing adult education principles and evidence-based practice is preferred.
  • CNA certification in Community Nursing or Gerontology is preferred.
  • Palliative and Hospice competencies preferred e.g. CAPCE, HOSPICE Care certification
  • Skin Health and Wound care competencies is preferred.
Skill Requirements: 
  • Possesses a sound understanding of adult education and design of curricula.
  • Demonstrates strong computer literacy with Microsoft Office 365 and Teams.
  • Effective use of digital tools to support data analysis, and quality improvement.
  • Demonstrates commitment to working in an environment with high confidentiality and discretion.
  • Strong management skills and the ability to lead, motivate and support both a core and an extended team of staff and volunteers.

Other:
  • Must have personal vehicle and possess both a current driver's license and proof of vehicle insurance.

  • Ability to speak French is an asset in French designated areas.
  • Must be able to wear Personal Protective Equipment (PPE). 
Working conditions and physical demands: This role requires a detail-oriented approach in a dynamic environment, with physical activity including lifting, carrying (using proper techniques), bending, reaching, kneeling, and other movements that emphasize good body mechanics. Individuals in the role are required to walk, sit, stand, and climb stairs throughout the day, with some tasks requiring fine hand movements.
