DES is seeking an experienced and highly motivated individual to join our team as a Civil Rights Compliance Officer 2. This position works with the Office of Equal Opportunity (OEO) it assists the agency by ensuring compliance with federal and state laws including the Civil Rights Act of 1964, as amended, the Americans with Disabilities Act, as amended, Section 504 of the Rehabilitation Act, the Equal Pay Act, the Age Discrimination in Employment Act, the Workforce Innovation and Opportunity Act, and other applicable federal and state equal opportunity and nondiscrimination laws and regulations. Under supervision, this position reviews and assesses incoming documents, conducts timely and thorough intake meetings with complainants, provides support to individuals participating in the complaint process, directs individuals to appropriate resources and supportive measures, and conducts client discrimination investigations. This role provides support to investigators conducting formal employee investigations and performs administrative functions for the office.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Completes intake responsibilities including monitoring and maintaining OEO's email, fax, and mail. Reviews complaints and assesses initial evidence according to established procedures. Explains process for filing discrimination complaints and provides information to public via phone, email, mail, and in-person and refers to appropriate programs and services. Assists clients and employees with complaints.
• Conduct intake interviews and draft interview summaries. Makes jurisdictional assessments regarding the ability for OEO to lawfully investigate the asserted claims. Issues letters detailing any lack of jurisdiction and inability to proceed with a formal complaint. Works collaboratively with various Department offices to obtain information pertinent to complaints. Enters accurate data into database and tracking logs and maintains records.
• Conducts timely fact-finding investigations in response to client discrimination complaints as required by federal and state laws and regulations, and Department policies and procedures to ensure compliance with all federal regulations for Equal Opportunity and Civil Rights. Interviews complainants, witnesses, and respondents.
Communicate with other areas of the Department to request necessary information and analyzes findings.
• Assists Civil Rights Compliance Officer 3 (CRCO3) investigators during formal employee investigations by conducting research and analysis, requesting and processing evidence. Assists with the preparation of responses to charges of discrimination filed with federal or state agencies against DES.
• Provides administrative support and processes administrative documents. Identifies supplies, equipment, and services needed for the office and submits quarterly supply order. Prepares and processes purchase requisitions, direct payments, and other accounting-related forms. Tracks expenditures and prepares required reports. Maintains language provider contracts. Acts as OEO's vehicle steward.
• Represents OEO in collaborative work relationships with other DES areas. Assists in developing and conducting Equal Opportunity training programs.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Working knowledge of the Civil Rights Acts of 1964, as amended, Americans with Disabilities Act of 1990, as amended, Section 504 of the Rehabilitation Act, and other federal and state civil rights laws and regulations.
• Case management, case intake, and investigative processes.
• Interview and investigative skills and techniques.
• Rules of administrative procedure and rules of evidence.
• Summarizing interviews and writing clear, factual, and well-organized reports.

Skills In:
• Communicate proficiently and professionally both verbally and in written communications, including the ability to
convey information to various stakeholders in a clear, accurate, and concise manner.
• Provide information to the public via phone, email, fax, or walk-in about program services or referral to other resources.
• Able to reason, analyze information, and apply judgment to solve problems of both a routine and complex nature.
• Presenting clear and logical recommendations.

• Effective time management.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Google Suite (Docs, Sheets, Slides).

• Manage time while prioritizing multiple assignments to ensure timelines are met.

• Handle sensitive communications and documents and maintain confidentiality.

Selective Preference(s):

This ideal candidate for this position will have:
• Two years of intake or investigative experience involving civil rights complaints.

Pre-Employment Requirements:

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
