DES is seeking an experienced and highly motivated individual to join our team as a Procurement Supervisor for the Division of Financial Operations, Office of Procurement. This position performs complex work, exercising considerable independence and discretionary judgment to establish effective, efficient, economical, and legal contract management and acquisitions for the department; ensures the appropriate sourcing methods for physical purchases of commodities, operational services, and alternative purchasing methods and services, including the issuance of formal and informal solicitations in the Arizona Procurement Portal (APP); oversight of pre-solicitation and post-award conferences; reviews of the evaluation committee's documentation for consistency and clarity; recommendation of contract awards; and oversight of the preparation of final contract documents for execution.

This position may be available for remote work within Arizona (one day per week in the office/hoteling).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Functions as a working supervisor and staff mentor.
• Conducts review and oversight of the evaluation of offers, including negotiations, susceptibility determinations, best and final offers, and recommendation of contract awards.
• Approves purchase orders.
• Prepares correspondence and contract-related documents, including exemption requests for final review by the manager.
• Assist the manager in mentoring and providing training and assistance to procurement and program staff with a focus on process improvement.
• Participates in developing the agency's strategic plan as it relates to procurement.
• Provides guidance and support to procurement and program staff regarding appropriate sourcing strategies and methods, such as Requests for Proposals, Invitation for Bids, Request for Quotations, Competition Impracticable, Not Practicable to Quote, Off-Contract Authorization, Sole Source Procurement, and Emergency Procurement Request.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Public contracts management and acquisition processes.
• Arizona Procurement Code and related rules and regulations.
• Complex and technical commodities and services within the scope of responsibility.

Skills in:

• Providing leadership, direction, and hands-on supervision of small teams.
• Balancing, prioritizing, and organizing priorities.
• Effective time management; interpersonal, written, and oral communications.

Ability to:

• Perform difficult analytical work.
• Analyze and resolve complex problems efficiently.
• Build strong relationships inside and outside the organization.

Selective Preference(s):

The ideal candidate for this position will have:

• Significant experience equivalent to at least two years as Senior Procurement Specialist or similar function.
• Bachelor's degree in Business, Procurement/Purchasing, or related field.
• Professional certification, such as CPPO, CPPB, CPM or CPSM from a professional purchasing organization.
• Other combinations of relevant experience, education, and training may be considered.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
